Rep. Barrus called the meeting to order at 8:07 a.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the February 24, 2011 meeting. The motion passed unanimously with Rep. Briscoe, Rep. Dee, Rep. Noel, Rep. Sagers and Rep. Sandstrom absent for the vote.

H.J.R. 26    Scofield Land Transfer Joint Resolution (Rep. P. Painter)

Rep. Painter explained the resolution to the committee, assisted by John Jones, Carbon County Commissioner. Rep. Painter distributed a handout titled, "An Act".

MOTION:    Rep. Mathis moved to pass the resolution with a favorable recommendation. The motion passed unanimously with Rep. Sagers absent for the vote.

MOTION:    Rep. Galvez moved to place H.J.R. 26 on the Consent Calendar. The motion passed unanimously with Rep. Sagers absent for the vote.


H.C.R. 18    Concurrent Resolution Approving Solid Waste Facility Classification Change (Rep. B. Dee)

Rep. Dee explained the resolution to the committee.

MOTION:    Rep. Galvez moved to pass the resolution with a favorable recommendation. The motion passed unanimously with Rep. Painter and Rep. Sagers absent for the vote.

MOTION:    Rep. Noel moved to place H.C.R. 18 on the Consent Calendar. The motion passed unanimously with Rep. Painter absent for the vote.

Rep. Barrus relinquished the chair to Rep. Sandstrom.

H.J.R. 39    State Jurisdiction of Federally Managed Lands Joint Resolution (Rep. R. Barrus)

Rep. Barrus introduced the resolution to the committee.

Spoke in favor of the bill: James O'Neal, Citizen

MOTION:    Rep. Dee moved to pass the resolution with a favorable recommendation. The motion passed with Rep. Briscoe voting in opposition.

Rep. Barrus resumed the chair.

H.B. 438    Water Quality Board Amendments (Rep. B. Wright)

MOTION:    Rep. Hendrickson moved to amend the bill as follows:

1.    Page 2, Lines 51 through 52 :    

             51          (4)
  (a)       When a vacancy occurs in the membership for any reason, the replacement shall be

             52      appointed for the unexpired term with the consent of the Senate.
    
  (b) A member of the board who is serving on May 10, 2011 shall continue to serve out the remainder of the member's term and then be replaced by an individual who meets the requirements of Subsection (3).      


The motion to amend the bill passed unanimously.

MOTION:    Rep. Painter moved to pass the bill, as amended with a favorable recommendation. The motion passed with Rep. Briscoe voting in opposition.


1st Sub. H.B. 148    Raw Honey Amendments (Rep. S. Sandstrom)

MOTION:    Rep. Sandstrom moved to amend the bill as follows:

1.    Page 2, Lines 36 through 41 :    

             36          (b) "Raw honey" means honey:
             37          (i) as it exists in the beehive or as obtained by extraction, settling, or straining;
{   and

             38          (ii) that has not been:
             39          (A) heated above 118 degrees Fahrenheit during production or storage; or
             40          (B) pasteurized.  
}
 

    (ii) that is minimally processed; and
    (iii) that is not pasteurized.  

             41          (2) Honey that is produced, packed, repacked, distributed, or sold in this state may only
