Rep. Barrus called the meeting to order at 4:21 p.m.

MOTION:    Rep. Painter moved to approve the minutes of the February 28, 2011 meeting. The motion passed unanimously with Rep. Brown, Rep. Dee, Rep. Draxler, Rep. Sagers, Rep. Sandstrom and Rep. Wilcox absent for the vote.

Rep. Barrus relinquished the chair to Rep. Painter.

H.B. 475    State Energy Amendments (Rep. R. Barrus)

Rep. Barrus presented the bill to the committee, assisted by Amanda Smith, Executive Director, Department of Environmental Quality.

MOTION:    Rep. Watkins moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Brown, Rep. Dee and Rep. Sandstrom absent for the vote.


MOTION:    Rep. Barrus moved to place H.B. 475 on the Consent Calendar. The motion passed unanimously with Rep. Brown, Rep. Dee and Rep. Sandstrom absent for the vote.

Rep. Barrus resumed the chair.

H.B. 380    Utah Lands Protection Act (Rep. F. Cox)

Rep. Cox presented the bill to the committee.

MOTION:    Rep. Noel moved to hold the bill. The motion passed unanimously with Rep. Sandstrom absent for the vote.

H.B. 400    Regulation of Mining Operations (Rep. M. Noel)

MOTION:    Rep. Noel moved to amend the bill as follows:

1.    Page 2, Lines 48 through 52 :    

             48          (c) Nothing in this chapter authorizes a political subdivision of the state to
{   regulate   }        impose a condition or restriction on       a

             49      mining operation located on state or federal land
  that is not imposed by a federal or state agency on the mining operation       .

             50          (d) An ordinance or regulation issued by a political subdivision of the state that is
             51     
{   inconsistent with   }        more restrictive than       a permit issued under this chapter for a mining operation on state or federal

             52      land is unenforceable.

The motion to amend passed unanimously with Rep. Brown and Rep. Sandstrom absent for the vote.

Rep. Noel explained the bill to the committee.

H.C.R. 12    Concurrent Resolution Opposing United States Secretary of Interior's Wilderness Re-inventory (Rep. M. Noel)

Rep. Noel introduced the resolution to the committee.

MOTION:    Rep. Hendrickson moved to pass the resolution with a favorable recommendation. The motion passed with Rep. Briscoe voting in opposition. Rep. Brown was absent for the vote.

H.B. 495    Animal Control Modifications (Rep. J. Mathis)

MOTION:    Rep. Mathis moved to replace H.B. 495 with 1st Sub. H.B. 495. The motion passed unanimously with Rep. Brown and Rep. Dee absent for the vote.

Rep. Mathis presented the bill to the committee.

H.B. 246    Repeal of Phosphorus Limit in Dishwashing Detergent (Rep. S. Sandstrom)

Rep. Sandstrom explained the bill to the committee and distributed 2 handouts relating to H.B. 246.

MOTION:    Rep. Painter moved to pass the bill with a favorable recommendation. The motion failed with Rep. Hendrickson, Rep. Mathis, Rep. Noel, Rep. Painter and Rep. Sandstrom voting in favor of the motion. Rep. Brown and Rep. Wilcox were absent for the vote.

MOTION:    Rep. Watkins moved to adjourn. The motion passed unanimously with Rep. Brown, Rep. Wilcox and Rep. Sandstrom absent for the vote.
