Rep. Webb called the meeting to order at 8:08 a.m.

MOTION:    Rep. Edwards moved to approve the minutes of February 23, 2011. The motion passed unanimously with Rep. Anderson, Rep. Dunnigan, Rep. Morley, Rep. Poulson, Rep. Sandstrom absent for the vote.

1st Sub. H.B. 224    Radio Frequency Identification (Rep. W. Harper)

Rep. Harper introduced the bill to the committee.

MOTION:    Rep. Draxler moved to adopt 2nd Substitute H.B. 224. The motion passed unanimously with Rep. Anderson, Rep. Dunnigan, Rep. Morley, Rep. Poulson, and Rep. Sandstrom absent for the vote.

MOTION:    Rep. Draxler moved to adopt 2nd Substitute H.B. 224 with a favorable recommendation. The motion passed unanimously with Rep. Anderson, Rep. Morley, Rep. Poulson, and Rep. Sandstrom absent for the vote.



H.B. 153    County Correctional Facilities Funding Amendments (Rep. M. Noel)

Rep. Noel introduced the bill to the committee and provided a handout.

Rep. Pitcher moved to amend the bill as follows:


1.    Page 1, Lines 17 through 24 :    

             17          .    provides that the compensation rate for housing state inmates pursuant to a contract
             18      shall be:
             19              .    73% of the final state daily incarceration rate for
  beds in       a county that      {   provides   }        , pursuant to the contract, are dedicated to       a

             20      treatment program to state inmates
{   that   }        , if the treatment program       is approved by the Department of

             21      Corrections; and
             22              .    70% of the final state daily incarceration rate for
  beds in       a county that      {   does not provide

             23      a treatment program to state inmates that is approved by the Department of
             24      Corrections  
}
  are not described in the preceding paragraph       ;


2.    Page 3, Lines 81 through 86 :    

             81          (3) (a) The compensation rate for housing state inmates pursuant to a contract

H.B. 434    County Amendments (Rep. M. Brown)

Rep. Brown introduced the bill to the committee.

Rep. Wiley moved to amend the bill as follows:


1.    Page 3, Line 83 :    

             83          [(ii)] (b) (i)
{   The   }        Beginning with the 2012 general election, the       election of planning commission members under Subsection [(3)(e)(i)]


2.    Page 5, Lines 124 through 125 :    

             124      township, and a new member shall be appointed under Subsection (3)(b)

S.B. 146    Impact Fee Amendments (Sen. J. Stevenson) (Rep. B. Galvez)

Sen. Stevenson introduced the bill to the committee.

MOTION:    Rep. Pitcher moved to pass S.B. 146 with a favorable recommendation. The motion passed unanimously with Rep. Dunnigan and Rep. Morley absent for the vote.



1st Sub. S.B. 155    Political Subdivision's Procurement Process for Construction Projects (Sen. B. McAdams) (Rep. J. Nielson)


Sen. McAdams introduced the bill to the committee.

MOTION:    Rep. Poulson moved to pass 1st Substitute S.B. 146 with a favorable recommendation. The motion passed unanimously with Rep. Morley absent for the vote.

MOTION:    Rep. Pitcher moved to adjourn the meeting. The motion passed unanimously with Rep. Morley absent for the vote.
