Rep. Handy called the meeting to order at 8:09 a.m.
Motion: Rep. Hendrickson moved to approve the minutes of February 15, 2011. The motion passed unanimously with Rep. Dougall, Rep. Ivory and Rep. Noel absent for the vote.
H.B. 172 Service Animal Amendments (Rep. K. Grover)
Rep. Grover explained the bill assisted by Mary Ann Cowen.
Spoke in favor of the bill: Kris Fawson, Utah Statewide Independent Living Council

MOTION: Rep. Wilcox moved to pass H.B. 172 with a favorable recommendation. The motion passed unanimously, with Rep. Dougall absent for the vote.
MOTION: Rep. Wilcox moved to place H.B. 172 on the Consent Calendar. The motion passed unanimously, with Rep. Dougall absent for the vote.
H.B. 102 Electronic Scrap Recycling (Rep. R. Edwards)
Rep. Edwards explained the bill to the committee.
MOTION: Rep. Wilson moved to amend the bill as follows:
1. Page 6, Line 176: After "reimbursement" delete "for" and insert "from"
2. Page 8, Line 221: After "state" insert "shall"

MOTION: Rep. Hemingway moved to pass H.B. 102 with a favorable recommendation.
MOTION: Rep. Noel called for the previous question. A vote was taken, which passed unanimously.
The motion to pass H.B. 102 with a favorable recommendation failed, with Rep. Cox, Rep. Hemingway, Rep. Hendrickson and Rep. Handy voting in favor. Voting in opposition to the motion were Rep. Barrus, Rep. Dougall, Rep. Ivory, Rep. Wilcox, Rep. Wilson and Rep. Noel.
MOTION: Rep. Dougall moved to adjourn. The motion passed unanimously. Rep. Handy adjourned the meeting at 9:49 a.m..
