Rep. Noel called the meeting to order at 4:25 p.m.

MOTION:    Rep. Hemingway moved to approve the minutes of March 1, 2011. The motion passed unanimously, with Rep. Wilson absent for the vote.


H.B. 477    Government Records Amendments (Rep. J. Dougall)

Rep. Dougall explained the bill to the committee.

MOTION:    Rep. Hendrickson moved to pass H.B. 477 with a favorable recommendation. The motion passed unanimously.                    


H.B. 428    Water Issues Task Force (Rep. P. Painter)

Rep. Painter distributed a handout and explained the bill to the committee.

MOTION:    Rep. Handy moved to pass H.B. 428 with a favorable recommendation. The motion passed with Rep. Wilcox voting in opposition. Rep. Dougall was absent for the vote.


H.B. 420    Water Quality Board Powers and Duties (Rep. Julie Fisher)

Rep. Fisher distributed a handout to the committee, assisted by Walt Becker.

MOTION :    Rep. Hendrickson moved to substitute H.B. 420 with 1st substitute H.B. 420. The motion passed unanimously, with Rep. Dougall absent for the vote.

Rep. Barrus moved to amend the bill as follows:

1. Page 1, Line 22:        Change "$5,000,000" to "$10,000,000"

MOTION:    Rep. Wilson moved to pass H.B. 420 1st Substitute with a favorable recommendation. The motion passed unanimously, with Rep. Dougall absent for the vote.


H.B. 476 Procurement Code Amendments (Rep. B. Last)

Rep. Last explained the bill to the committee.


MOTION:    Rep. Wilcox moved to substitute H.B. 476 with 1st substitute H.B. 476. The motion passed unanimously, with Rep. Dougall and Rep. Ivory absent for the vote.
