H.B. 323    Multicounty Appraisal Trust Amendments (Rep. G. Froerer)


Rep. Froerer explained the bill to the committee, assisted by Lee Gardner.

Spoke in favor of the bill:    Lee Gardner, Salt Lake County Assessor

MOTION:    Rep. Newbold moved to pass H.B. 323 with a favorable recommendation. The motion passed unanimously, with Rep. Brown, Rep. Cosgrove, Rep. Fisher, Rep. Harper, Rep. Hutchings and Rep. Wimmer absent for the vote.


MOTION:    Rep. Froerer moved to place H.B. 323 on the Consent Calendar. The motion passed unanimously, with Rep. Brown, Rep. Cosgrove, Rep. Fisher, Rep. Harper, Rep. Hutchings, and Rep. Wimmer absent for the vote.


H.B. 301    School District Property Tax Revisions (Rep. M. Newbold)

Rep. Newbold distributed a handout and explained the bill to the committee.

Rep. Painter relinquished the chair to Rep. Wimmer.

Spoke in opposition to the bill:    Patti Harrington, Utah School Board Association
                    Kory Holdaway, Utah Education Association

Spoke in favor of the bill:        Royce VanTassell, Utah Taxpayers Association

MOTION:    Rep. Dougall moved to pass H.B. 301 with a favorable recommendation. The motion passed with Rep. Briscoe, Rep. Brown, Rep. Cosgrove, Rep. Duckworth and Rep. King voting in opposition to the bill. Rep. Harper was absent for the vote.

Rep. Painter resumed the chair.


H.B. 371    Motor Home Taxes and Fees (Rep. D. Ipson)

Rep. Ipson explained the bill to the committee.

MOTION:    Rep. Fisher moved to amend H.B. 371 as follows:


1.    Page 2, Lines 41 through 46 :    

             41          (4)
  (a)       Notwithstanding Section 59-2-407 and subject to Subsection      {   59-2-402 (2)   }        (4)(b)       , a motor

             42      home subject to the uniform statewide fee imposed by this section that is brought into the state
             43      shall, as a condition of registration, be subject to the uniform statewide fee unless all property
             44      taxes or uniform fees imposed by the state of origin have been paid for the current calendar
             45      year.
  (b) Subsection (4)(a) does not apply to a motor home that is:


    (i) brought into the state for the sole purpose of selling the motor home to a licensed dealer; and

    (ii) purchased for resale by a person licensed as a dealer under Section 41-3-201.  

             46          (5) (a) Each county shall distribute the revenue collected by the county from the

MOTION:    Rep. Froerer moved to pass H.B. 371 with a favorable recommendation. The motion passed unanimously, with Rep. Brown and Rep. Dougall absent for the vote.

MOTION:    Rep. Harper moved to place H.B. 371 on the Consent Calendar. The motion passed unanimously, with Rep. Brown, Rep. Dougall and Rep. Duckworth absent for the vote.


S.B. 17    State Commission Levy Process Using Depository Institution Data Match System (Sen. C. Bramble) (Rep. W. Harper) State Tax

MOTION:    Rep. Fisher moved to adjourn. Rep. Fisher withdrew the motion to adjourn.

MOTION:    Rep. Butterfield moved to return S.B. 17 to the Rules Committee, with a recommendation that it be referred for interim study. The motion passed unanimously, with Rep. Brown, Rep. Dougall and Rep. Duckworth absent for the vote.

MOTION:    Rep. Fisher moved to adjourn. The motion passed unanimously, with Rep. Brown, Rep. Dougall and Rep. Duckworth absent for the vote. Rep. Painter adjourned the meeting at 9:32 a.m.
