Rep. Painter called the meeting to order at 4:34 p.m.

MOTION:    Rep. Fisher moved to approve the minutes of the February 23rd and February 25th 2011 meetings. The motion passed unanimously, with Rep. Briscoe, Rep. Cosgrove and Rep. Hutchings absent for the vote.


H.B. 492    Washington County Veterans' Home (Rep. D. Ipson)

Rep. Ipson explained the bill to the committee, assisted by Rep. Vickers.

MOTION:    Rep. Froerer moved to pass H.B. 492 with a favorable recommendation. The motion passed unanimously, with Rep. Cosgrove absent for the vote.


MOTION:    Rep. Froerer moved to place H.B. 492 on the Consent Calendar. The motion passed unanimously, with Rep. Cosgrove absent for the vote.


H.B. 493    Utah County Veterans' Homes (Rep. D. Ipson)

Rep. Ipson explained the bill to the committee, assisted by Rep. Vickers.

MOTION:    Rep. Newbold moved to pass H.B. 493 with a favorable recommendation. The motion passed unanimously, with Rep. Cosgrove and Rep. Froerer absent for the vote.

MOTION:    Rep. Fisher moved to place H.B. 493 on the Consent Calendar. The motion passed unanimously, with Rep. Cosgrove and Rep. Froerer absent for the vote.

Rep. Painter relinquished the chair to Rep. Fisher.


1st Sub. S.B. 157    Property Tax Revisions (Sen. C. Bramble) (Rep. P. Painter)

Rep. Painter distributed a handout and explained the bill to the committee.

Rep. Briscoe moved to amend S.B. 157S1 as follows:


1. Page 2, Line 40:

after "affected" delete "county" and insert "taxing entity"

MOTION:    Rep. King moved to hold S.B. 157S1.



SUBSTITUTE MOTION:    Rep. Butterfield moved to pass S.B. 157S1 with a favorable recommendation. The motion failed, with Rep. Butterfield, Rep. Clark, Rep. Fisher, Rep. Nielson and Rep. Painter voting in favor of the bill. Voting in opposition to the bill were Rep. Briscoe, Rep. Cosgrove, Rep. Duckworth, Rep. Froerer and Rep. King. Rep. Hutchings and Rep. Newbold were absent for the vote.

The original motion to hold S.B. 157S1 passed unanimously, with Rep. Hutchings and Rep. Newbold absent for the vote.

Rep. Painter resumed the chair.


S.B. 188    Tax Commission Amendments (Sen. J. Valentine) (Rep. W. Harper)

Sen. Valentine explained the bill to the committee.

MOTION:    Rep. Duckworth moved to pass S.B. 188 with a favorable recommendation. The motion passed unanimously, with Rep. Hutchings and Rep. King absent for the vote.

MOTION:    Rep. Duckworth moved to place S.B. 188 on the Consent Calendar. The motion passed unanimously, with Rep. Hutchings and Rep. King absent for the vote.


H.B. 431    Tax, Fee, or Charge Electronic Filing and Remittance (Rep. Julie Fisher)

Rep. Fisher explained the bill to the committee, assisted by Barry Conover.

MOTION:    Rep. Clark moved to adjourn. The motion passed unanimously, with Rep. Hutchings and Rep. King absent for the vote. Rep. Painter adjourned the meeting at 6:15 p.m.
