Rep. Daw called the meeting to order at 2:07 p.m.

MOTION:    Rep. Anderson moved to approve the minutes of the February 4, 2011 meeting. The motion passed unanimously with Rep. Janice Fisher and Rep. Harper absent for the vote.

H.B. 81    Tow Truck Amendments (Rep. L. Perry)

Rep. Perry introduced the bill to the committee.

MOTION:    Rep. Kiser moved to replace H.B. 81 with 1st Substitute H.B. 81. The motion passed unanimously with Rep. Janice Fisher, Rep. Harper, and Rep. Moss absent for the vote.

MOTION:    Rep. Jeremy Peterson moved to pass the bill out favorably as substituted. The motion passed unanimously with Rep. Harper absent for the vote.

H.B. 258    Child Restraint Device Amendments (Rep. C. Herrod)

Rep. Herrod introduced the bill to the committee and provided a handout.



S.J.R. 6    Joint Resolution Urging Congress to Limit the Freeze on Longer Combination Vehicle Use in the Western States (Sen. S. Jenkins) (Rep. D. Ipson)

Sen. Jenkins introduced the bill to the committee.

MOTION:    Rep. Anderson moved to pass S.J.R. 6 with a favorable recommendation. The motion passed with Rep. Harper, Rep. Hemingway, and Rep. Moss voting in opposition. Rep. Jeremy Peterson was absent for the vote.


H.B. 265    Motor Vehicle Emissions Amendments (Rep. F. Gibson)

Rep. Gibson introduced the bill to the committee and provided a handout.

Rep. Julie Fisher moved to amend the bill as follows:


1.    Page 1, Lines 13 through 16 :    

             13          .    provides that certain county regulations and ordinances shall be compliant with the
             14      analyzer design and certification requirements contained in the state implementation
             15      plan
{   as approved by the United States Environmental Protection Agency   } ; and

             16          .    makes technical changes.

2.    Page 2, Line 57 through Page 3, Line 59 :    



             57          (iii) be compliant with the analyzer design and certification requirements contained in
             58      the state implementation plan prepared under Title 19, Chapter 2, Air Conservation Act

MOTION:    Rep. Anderson moved to adjourn. The motion passed unanimously with Rep. Jeremy Peterson absent for the vote.
