Rep. Bird called the meeting to order at 8:45 a.m.


MOTION:     Rep. Peterson moved to approve the minutes of January 11, 2011. The motion passed unanimously. Rep. Grover and Rep. Sanpei were absent for the vote.

S.B. 19    Department of Workforce Services' Regional Workforce Service Areas Amendments (Sen. P. Jones) (Rep. J. Dunnigan)

Sen. Jones introduced the bill.

MOTION:    Rep. Peterson moved to pass the bill out with a favorable recommendation. The motion passed unanimously. Rep. Grover and Rep. Sanpei were absent for the vote.

MOTION:    Rep. Menlove moved to place S.B. 19 on the Consent Calendar. The motion passed unanimously. Rep. Grover and Rep. Sanpei were absent for the vote.

H.B. 240    Social Services - Employment First Priority (Rep. R. Menlove)

MOTION:    Rep. Peterson moved to amend the bill as follows:

1.    Page 2, Lines 37 through 42 :    

             37          35A-3-103.5. Employment first emphasis on the provision of services.
             38          (1) When providing services to a person with a disability
  in the programs provided       under this chapter, the

             39      department shall, within funds appropriated by the Legislature and in accordance with the
             40      requirements of federal and state law
  and memorandums of understanding between



the department and other state entities that provide services to a person with a disability  
, give priority to providing services that assist      {   the   }        an eligible       person

             41      in obtaining and retaining meaningful and gainful employment that enables the person to earn
             42      sufficient income to:

MOTION:    Rep. Peterson moved to recede from the amendments to H.B. 240 adopted earlier in the meeting and to amend the bill as follows:

1.    Page 2, Lines 37 through 42 :

H.B. 245    Housing Authority Waiting Lists (Rep. G. Froerer)

Rep. Froerer introduced the bill, assisted by Tim Funk, Crossroads Urban Center, and answered questions from the Committee.

MOTION:    Rep. Wheatley moved to pass the bill out with a favorable recommendation. The motion passed. Representative Bird voted in opposition. Rep. Litvack and Rep. Menlove were absent for the vote.

MOTION:    Rep. Wheatley moved to adjourn at 9:37 a.m. The motion passed unanimously. Rep. Litvack and Rep. Menlove were absent for the vote.
