Rep. Bird called the meeting to order at 4:02 p.m.


MOTION:     Rep. Grover moved to approve the minutes of February 2, 2011. The motion passed unanimously. Rep. Litvack, Rep. Menlove, Rep. Peterson, and Rep. Wheatley were absent for the vote.

S.B. 37    Emergency Food Agency Amendments (Sen. P. Knudson) (Rep. R. Menlove)

Sen. Knudson introduced the bill. He was assisted by Shawn Warnice, City Manager, Tremonton, Utah

MOTION:    Rep. Grover moved to pass the bill out with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Menlove moved that the bill be placed on the Consent Calendar. The motion passed unanimously.

H.B. 99    Motion Picture Incentives Amendments (Rep. G. Hughes)

H.B. 99 was not considered.

H.J.R. 18    Joint Resolution Modifying Legislator Eligibility (Rep. P. Ray)

Rep. Ray introduced the resolution.

Kevin Paulson, citizen, spoke in opposition to the resolution.


MOTION:    Rep. Litvack moved to amend the resolution as follows:


1.    Page 1, Lines 13 through 14 :    

             13          This resolution proposes to amend the Utah Constitution to:
             14          .    prohibit registered
  Utah       lobbyists from being members of the Legislature.




2.    Page 1, Line 26 through Page 2, Line 31 :    

             26          Article VI, Section 6. [Who ineligible as legislator.]
             27          No person holding any public office of profit or trust under authority of the United
             28      States, or of this State, and no person who is a registered
  Utah       lobbyist, shall be a member of the

             29      Legislature: Provided That appointments in the State Militia, and the offices of notary public,
             30      justice of the peace, United States commissioner, and postmaster of the fourth class, shall not,
             31      within the meaning of this section, be considered offices of profit or trust.


MOTION:    Rep. Grover moved to hold the resolution.

SUBSTITUTE MOTION:    Rep. Sanpei moved to adjourn at 4:32 p.m. The motion passed unanimously.
