Rep. Bird called the meeting to order at 8:35 a.m.

MOTION:     Rep. Sanpei moved to approve the minutes of February 18, 2011. The motion passed unanimously. Rep. Wheatley was absent for the vote.

H.B. 287    Restructuring of the Department of Community and Culture (Rep. W. Harper)

MOTION:    Rep. Sanpei moved to delete in title and body H.B. 287 and replace it with 2nd         Substitute H.B. 287. The motion passed unanimously. Rep. Wheatley was         absent for the vote.

        Rep. Harper introduced the bill.    

        The following spoke in support of the bill:
            Pamela Atkinson, speaking on behalf of the Governor's Office
            Michael Clara, Utah Republican Hispanic Affairs

MOTION:    Rep. Peterson moved to pass out 2nd Substitute H.B. 287 with a favorable         recommendation. The motion passed unanimously.     

S.C.R. 12    Wear Red Month Concurrent Resolution (Sen. K. Mayne) (Rep. R. Menlove)

        Sen. Mayne introduced the resolution assisted by Scott Brown, American Heart         Association.



MOTION:    Rep. Menlove moved to pass the resolution out with a favorable recommendation.         The motion passed unanimously.

MOTION:    Rep. Menlove moved to place the resolution on the Consent Calendar. The         motion passed unanimously.              

H.B. 295    Outdoor Advertising Amendments (Rep. M. Noel)

         H.B. 295 was not considered.

MOTION:    Rep. Peterson moved to adjourn at 8:54 a.m. The motion passed unanimously.
