Chair Valentine called the meeting to order at 2:15 p.m. and announced that, at the request of the sponsor, S.B. 40 would not be heard today.
Approval of Minutes
MOTION: Sen. Liljenquist moved to approve minutes of the February 24, 2011.
The motion passed unanimously with Sens. Bramble, Urquhart and Davis absent for the vote.
1. S.B. 121 New Automobile Franchise Act Amendments (D. Liljenquist)
Sen. Liljenquist explained the bill.
Craig Bickmore, Executive Director, New Car Dealers of Utah, spoke in support of the bill.
Frank Pignaneli, Alliance of Automobile Manufacturers spoke to the bill.
MOTION: Sen. Van Tassell moved to transmit S.B. 121 with a favorable recommendation.
The motion passed unanimously with Sens. Bramble, Urquhart and Davis absent for the vote.
2. S.B. 42 Regulation of Sign Companies (P. Jones)
The following amendments were distributed:
1. Page 2, Line 39 :
39 (b) (i) As used in this Subsection (2)(b), "sign contractor"

MOTION: Sen. VanTassell moved to adopt the amendments.
The motion passed unanimously with Sens. Bramble, Urquhart and Davis absent for the vote.

MOTION: Sen. Mayne moved to transmit S.B. 42 with a favorable recommendation.
The motion passed unanimously with Sen. Bramble absent for the vote.
3. S.B. 117 Community Association Act Amendments (S. Urquhart)
Sen. Urquhart presented the bill.
Richard T. Maughan, Davis County Recorder, Utah Association of County Recorders expressed concerns with the bill.
MOTION: Sen. Urquhart moved to proceed to the next item on the agenda.
The motion passed unanimously with Sen. Bramble absent for the vote.
4. S.B. 35 Construction Licensees Related Amendments (K. Mayne)
MOTION: Sen. Mayne moved to delete in body and title S.B. 35 and replace it with 1st Sub. S.B. 35.
The motion passed unanimously.

spoke in support of the bill.
MOTION: Sen. VanTassell moved to transmit 1st Sub. S.B. 35 with a favorable recommendation.
