    Chair Stephenson called the meeting to order at 7:37 a.m.

     MOTION: Sen. Morgan moved to approve the minutes of the February 18, 2011 meeting.


    
    The motion passed unanimously with Sens. Niederhauser and Thatcher absent for the vote.

1.        S.B. 78 - Public School Early Graduation Counseling    

        Sen. Buttars introduced and explained the bill.

        Ms. Ruzicka spoke in favor of the bill.

         MOTION: Sen. J. Stevenson moved to pass S.B. 78 out of committee with a favorable recommendation.

        The motion passed unanimously with Sens. Niederhauser and Thatcher absent for the vote.
        
2.        H.B. 50 - School Termination Procedures Modifications    

        Rep. Menlove introduced and explained the bill.

        Mr. Holdaway spoke to the bill.

        Ms. Harrington and Ms. Evans spoke in favor of the bill.

         MOTION: Sen. Morgan moved to pass H.B. 50 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Thatcher absent for the vote.

         MOTION: Sen. Morgan moved to place H.B. 50 on the Consent Calendar.

        The motion passed unanimously with Sen. Thatcher absent for the vote.

3.        H.B. 195 - Debt Service Obligations of a Divided School District
