Committee Chair Knudson called the meeting to order at 2:05 p.m.

Approval of Minutes

     MOTION:
Sen. Dayton moved to approve the minutes of the February 1, 2011 minutes.

    The motion passed unanimously with Sen. Thatcher absent for the vote.
    

1.     SB 130 - Surplus Property Amendments

     MOTION: Sen. Dayton moved to adopt Amendment #2 to SB 130. The motion passed unanimously with Sen. Thatcher absent for the vote.

1.    Page 3, Lines 78 through 81 :    

             78          (8) (a) "Surplus property" means property that an agency:
             79          (i) intends for disposal; and
             80          (ii) has acquired by purchase, seizure, or donation.
             81          (b) "Surplus property" does not include
  :

        (i)  
real property        ; or


        (ii)    an aluminum can or an item made primarily of paper, plastic, or card board that is:

            (A)    discarded; and
            (B)     recyclable  
.


    
Sen. Reid introduced and explained this bill.

    Mr. Beurs spoke in favor of the bill.

     MOTION: Sen. Dayton moved to pass SB 130 as amended out of committee with a favorable recommendation. The motion passed unanimously with Sen. Thatcher absent for the vote.

2.     SJR 12    Joint Resolution - Immigration

    Sen. Reid introduced and explained this bill.

    Mr. Mortensen spoke in favor of this bill.

     MOTION: Sen. Jenkins moved to amend SJR 12 as follows. The motion passed unanimously.

    Page 3, Line 66: delete the word "and" and after "delegation" insert ", and all states"

     MOTION: Sen. Dayton moved to pass SJR 12 as amended out of committee with a favorable recommendation. The motion passed unanimously.

3.     SB 144 - County Purchasing Agent

    Sen. Dayton presented and explained this bill.

    Mr. Ellertson spoke in favor of this bill.

     MOTION: Sen. Dayton moved to pass SB 144 out of committee with a favorable recommendation. The motion passed unanimously.

     MOTION: Sen. Dayton moved to place SB 144 on the consent calendar. The motion passed unanimously.
        
4.     SB 146 - Impact Fee Amendments

    Sen. Stevenson presented and explained this bill.


    Mr. Bateman, Ms. Hoffman, and Mr. Ostermiller spoke in favor of this bill.

     MOTION: Sen. Dayton moved to pass SB 146 out of committee with a favorable recommendation. The motion passed unanimously.

5.     HB 46 S02 - County Recorder Amendments

    Rep. Webb introduced and explained this bill.

     MOTION: Sen. Dayton moved to pass 2nd Substitute HB 46 out of committee with a favorable recommendation. The motion passed unanimously.

MOTION: Sen. Dayton moved to adjourn. The motion passed unanimously.
