POLITICAL SUBDIVISIONS STANDING COMMITTEE

Committee Chair Knudson called the meeting to order at 4:07 p.m.

Approval of Minutes

     MOTION: Sen. Robles moved to approve the minutes of the February 8, 2011 minutes.

    The motion passed unanimously with Sen. Dayton Absent for the vote.
    

1.     S.B. 56 -Office of the Property Rights Ombudsman Amendments

     MOTION: Sen. Robles moved to delete in title and body S.B. 56 and place in lieu there of 1st Sub. S.B. 56.

    The motion passed unanimously with Sen. Dayton absent for the vote.

    Sen. J. Stevenson introduced and explained the bill.

    Mr. Bateman spoke in favor of the bill.

     MOTION: Sen. Dayton moved to pass 1st Sub. S.B. 56 out of committee with a favorable recommendation.

    The motion passed unanimously.

2.     S.B. 242 - Assessment Area Amendments


    Sen. Niederhauser introduced and explained the bill.

     MOTION: Sen. Robles moved to adopt the following amendment:

1.    Page 7, Lines 203 through 205 :    

             203          (1) (a) Before a local entity may designate an assessment area in which more than 75%
             204      of the property proposed to be assessed consists of unimproved property, and designation of the
             205      assessment area would require that the local entity
{   obtain a bond   }        issue bonds       , the local entity shall obtain:

    
    The motion passed unanimously with Sen. Dayton absent for the vote.

     MOTION: Sen. Dayton moved to pass SB 242 out of committee with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Dayton moved to place SB 242 on the Consent Calendar.

    The motion passed unanimously.

3.     1st Sub. H.B. 32 - Campaign and Financial Reporting Amendments

    Rep. Grover introduced and explained the bill.

    Mr. Hadley spoke in favor of the bill.

    MOTION: Sen. Dayton moved to pass 1st Sub HB 32 out of committee with a favorable recommendation.

    The motion passed with Sens. Knudson, Dayton and Robles voting in favor and Sen. Thatcher voting against the bill.            

MOTION: Sen. Dayton moved to adjourn.
    The motion passed unanimously.
    The meeting adjourned at 4:33 p.m.
