Committee Chair Knudson called the meeting to order at 2:15 p.m.

1.     S.B. 86 Sunset Reauthorizations (Sen. S. Jenkins)

    Sen. Jenkins presented the bill.

    MOTION: Sen. Dayton moved to pass S.B. 86 out of committee with a favorable          recommendation.

    The motion passed unanimously with Sen. Robles absent for the vote.

2.    H.B. 31 Restoration of the Right to Vote and Hold Elective Office (Rep. J. Mathis) (Sen. P. Knudson)

    Rep. Mathis presented the bill



    
    Merle French, citizen, spoke in support of the bill

    William Penton, Magna Town Council, spoke to the bill

    MOTION: Sen. Dayton moved to pass H.B. 31 out of committee with a favorable      recommendation.

    The motion passed unanimously with Sen. Robles absent for the vote.

3.     S.B. 177 Security Agency Qualification Amendments (Sen. M. Dayton)

    Sen. Dayton presented the bill. She was assisted by John Tinsley, Private Investigator's Association of Utah.

    MOTION: Sen. Thatcher moved to pass S.B. 177 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Robles absent for the vote.

    MOTION: Sen. Thatcher moved to have S.B. 177 placed on the Consent Calendar.

    The motion passed unanimously with Sen. Robles absent for the vote.

4.     S.B. 92 Private Security Services (Sen. M. Dayton)

    Sen. Dayton presented the bill. Frank Budd, Utah Chiefs of Police, assisted in the presentation.

    MOTION: Sen. Dayton moved to amend S.B. 92 as follows:

    1. Page 1, Line 14:        After "off-duty" insert "including the issue of
                financial responsibility
"

    2. Page 2, Line 53:        After "security officer" insert "the policy shall
                 address the issue of financial responsibility
"

    The motion passed unanimously with Sen. Robles absent for the vote.

    MOTION: Sen. Dayton moved to pass S.B. 92, as amended, out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Robles absent for the vote.

    MOTION: Sen. Dayton moved to have S.B. 92 , as amended, placed on the Consent Calendar.

    The motion passed unanimously with Sen. Robles absent for the vote.


5.     H.B. 33 Election Law Revisions (Rep. R. C. Webb) (Sen. W. Niederhauser)

    Rep. Webb presented the bill.

    Scott Hogerson, Chief Deputy Clerk/Auditor, Utah County, spoke in support of the bill.

    MOTION: Sen. Thatcher moved to pass H.B. 33 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins and Sen. Robles absent for the vote.

6.     H.B. 40S1 Bonding Requirements for Government Officers and Employees (Rep. R. Wilcox)
    Rep. Wilcox presented the bill.

    Tami Downing, Director, State Risk Management Fund, spoke in support of the bill.

    MOTION: Sen. Thatcher moved pass 1st Sub. H.B. 40 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins and Sen. Robles absent for the vote.

    MOTION: Sen. Thatcher moved to have 1st Sub. H.B. 40 placed on the Consent Calendar.

    The motion passed unanimously with Sen. Jenkins and Sen. Robles absent for the vote.

7. S.B. 43S1 Local District Fees (Sen. D. Thatcher)

    Sen. Thatcher presented the bill.

    Donna Case, resident of Magna; Travis Thorson, resident of Magna; George Chapman, resident of Salt Lake County; Michael Young, resident of the Millcreek area; and William Penton, Magna Town Council, spoke in support of the bill.

    David Austin, Fire Chief, Weber County and UASD; Michael Jensen, Salt Lake County Council; Jim Winder, Salt Lake County Sheriff; and LeGrant Bitter, Executive Director, UASD, spoke in      opposition to the bill.

     MOTION: Sen. Dayton moved to hold lst Sub. S.B. 43 in committee and move to the next item on the agenda.

     SUBSTITUTE MOTION: Sen. Jenkins moved to pass 1st Sub. S.B. 43 out of committee with a favorable recommendation.

    The substitute motion failed, with Sen. Jenkins and Sen. Thatcher voting in favor and Sen. Knudson, Sen. Dayton and Sen. Robles voting in opposition.

    The original motion passed with Sen. Jenkins absent for the vote.



8. H.B. 248 County Office Vacancies (Rep. C. Wimmer) (Sen. W. Niederhauser)

    Rep. Wimmer presented the bill.

    Lisa Kirchenhauser, Summit County resident; Lisa Shepherd, Secretary, Utah County Republican Party; Henry Gasheen, GOP Chair, Summit County; Michael Jensen, Salt Lake County Council, and Ivan DuBois, Executive Director, Utah Republican Party, spoke in support of the bill.

    Arie Van De Graaff, Legislative Analyst, Utah Association of Counties, spoke in opposition to the bill.

     MOTION: Sen. Dayton moved pass H.B. 248 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

9.     S.B. 271 Eminent Domain Revisions (Sen. J. S. Adams)

    Sen. Adams presented the bill.

     MOTION: Sen. Dayton moved to pass S.B. 271 out of committee with a favorable recommendation.

    The motion passed with Sen. Jenkins and Sen. Thatcher absent for the vote.

10. S.B. 177 Security Agency Qualification Amendments (Sen. M. Dayton)

    Sen. Dayton moved to remove S.B. 177 from the Consent Calendar.

    The motion passed unanimously with Sen. Jenkins and Sen. Thatcher absent for the vote.

    MOTION: Sen. Dayton moved to adjourn.

    The motion passed unanimously with Sen. Jenkins and Sen. Thatcher absent for the vote.

    The meeting adjourned at 3:50 p.m.
