Committee Chair Knudson called the meeting to order at 8:09 a.m.

Approval of Minutes

     MOTION:
Sen. Jenkins moved to approve the minutes of the February 9, 2011, February              11, and February 15, 2011 minutes.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.
    
1.     SB 160 - Federal Funds Procedures Act Amendments
    

    Sen. Hillyard introduced and explained the bill.

    
MOTION: Sen. Jenkins moved to pass SB 160 out of committee with a favorable           recommendation.         

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

     MOTION: Sen. Jenkins moved to put SB 160 on the consent calendar.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.


2.     SJR 19 - Joint Resolution Approving the Houghton Case Final Settlement Agreement

    
Sen. Hillyard introduced and explained the bill.

    Phil Lott spoke in favor of the bill.

     MOTION: Sen. Dayton moved to pass SJR 19 out of committee with a favorable           recommendation.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

     MOTION: Sen. Jenkins moved to put SJR 19 on the consent calendar.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

3.     SB 172 - Political Subdivisions Administration Amendments

    
Sen. Stephenson introduced and explained the bill.

     MOTION: Sen. Jenkins moved to pass SB 172 out of committee with a favorable                recommendation.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

     MOTION: Sen. Jenkins moved to put SB 172 on the consent calendar.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

4.      SB 197 - Local Housing Authority Amendments

    Sen. McAdams introduced and explained the bill.

    David Evans spoke in favor of the bill.

    Candace Daly spoke to the bill.

     MOTION: Sen. Dayton moved to pass SB 197 out of committee with a favorable           recommendation.

    The motion passed unanimously with Sens. Thatcher and Robles absent for the vote.

5.     SB 203 - Executive Residence Commission

    Sen. Adams introduced and explained the bill.



     MOTION: Sen. Dayton moved to pass SB 203 out of committee with a favorable           recommendation.

    The motion passed unanimously with Sen. Thatcher absent for the vote.

    MOTION: Sen. Jenkins moved to put SB 203 on the consent calendar.

    The motion passed unanimously with Sen. Thatcher absent for the vote.

6.     HB 67 - State Bonding Commission Bonding Authority

    
Rep. Last introduced and explained the bill.

     MOTION: Sen. Dayton moved to pass HB 67 out of committee with a favorable           recommendation.

7.      HB 54 S 1 - Electronic Communications in Public Meetings

Sen. Jenkins moved to substitute 1st Sub. HB 54 bill with 2nd Sub. HB 54.

    The motion passed unanimously.

    Rep. Powell introduced and explained the bill.

    Jeff Hunt spoke against the bill.

    MOTION:
Sen. Dayton moved to adjourn.

    The motion passed unanimously.
