Approval of Minutes
MOTION: Sen. Jenkins moved to approve the minutes of the February 17, 2011.
The motion passed unanimously with Sens. Dayton and Robles absent for the vote.
1. SJR 25 -Federal Law Joint Resolution
Sen. Valentine introduced and explained the bill.
George Chapman spoke against the bill.
MOTION: Sen. Thatcher moved to pass SJR 25 out of committee with a favorable recommendation.
The motion passed unanimously with Sens. Dayton and Robles absent for the vote.
2. HB 103 - Election Amendments
Rep. Brown introduced and explained the bill.
Adam Troop with the Association of Counties spoke for the bill.

2. Page 5, Line 140 :
140 maintenance program in accordance with the requirements of this section.
Section 2. Effective date.
If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.
