Committee Chair Knudson called the meeting to order at 8:10 a.m.

Approval of Minutes

     MOTION:
Sen. Dayton moved to approve the minutes of the February 24, 2011.

    The motion passed unanimously with Sens. Jenkins and Robles absent for the vote.
    


1.     SB 273 - Emergency Responder Fees

    
Sen. Adams introduced and explained the bill.

    Lincoln Shurtz and David Stewart spoke in favor for the bill

    MOTION: Sen. Dayton moved to pass SB 273 out of committee with a favorable           recommendation.

    The motion passed unanimously with Sens. Jenkins and Robles absent for the vote.

2.     SB 231 - Film Enterprise Zone

    
Sen. Madsen introduced and explained the bill.

    Todd Bray, Don Haurer, John Calvert, spoke in favor of the bill.

    
Mayor Mike Winder, Jodi Hoffman, Chris Robinson, David Allen, and Mayor Dana William     spoke against the bill

3.     SB 309 - Government Records Access Management Act Amendments    

    MOTION: Sen. Robles moved to adopt amendment #1 to this bill

    The motion passed unanimously with Sen. Dayton absent for the vote.

1.    Page 5, Lines 133 through 138 :    

             133          (5) Notwithstanding Subsection (2)(b), a record that identifies the name of a current or
             134      former employee or officer of a governmental entity as receiving a specific gross compensation
             135      is a protected record in accordance with Section 63G-2-305 if:
             136          (a) the employee or officer is not elected; and
             137          (b) the employee's or officer's gross compensation is less than or equals
{   $65,000   }        $85,000       per

             138      fiscal year.

    Sen. Stevenson introduced and explained the bill as amended.

MOTION: Sen. Jenkins moved to go to the next item on the agenda.         

    The motion passed unanimously with Sen. Dayton absent for the vote.

4.      HJR 4 - Joint Rules Resolution Providing Ethics Requirements for Legislators Elect

    Rep. Arent introduced and explained the bill.

     MOTION: Sen. Thatcher moved to pass HJR 4 out of committee with a favorable           recommendation.

    The motion failed with Sens. Thatcher and Robles voting in favor and Sens. Knudson and     Dayton voting in opposition and Sen. Jenkins absent for the vote.

5.     HB 275 - School District Division Amendments

    
Rep. Sumsion introduced and explained the bill.

    Patti Harrington spoke in favor of the bill.

     MOTION: Sen. Dayton moved to pass HB 275 out of committee with a favorable           recommendation.

    
The motion passed unanimously with Sen. Jenkins absent for the vote.

    MOTION: Sen. Dayton moved to put HB 275 on the consent calendar.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

6.      HB 172 - Service Animal Amendments

    
Rep. Grover introduced and explained the bill.

    
Joyce Delcourt spoke in favor of the bill.
    

    MOTION:
Sen. Dayton moved to pass HB 172 out of committee with a favorable           recommendation.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

     MOTION: Sen. Dayton moved to put HB 172 on the consent calendar.

    The motion passed unanimously with Sen. Jenkins absent for the vote.


7.      HB 106 S 1 - Electronic Meetings Revisions

    
Rep. Daw introduced and explained the bill.

    
Victor Shanti spoke in favor of the bill.
    

    MOTION:
Sen. Robles moved to pass HB 106 S 1 out of committee with a favorable          recommendation.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

     MOTION: Sen. Dayton moved to put HB 106 S 1 on the consent calendar.

    The motion passed unanimously with Sen. Jenkins absent for the vote.
