Committee Chair Madsen called the meeting to order at 4:21 p.m.


Approval of Minutes

     MOTION:    Sen. Romero moved to approve the minutes for February 25 and March 1, 2011.

    The motion passed unanimously with Sen. Hillyard, Sen. Waddoups, and Sen. McAdams absent for the vote.
    
1.     SB0174 - Motor Vehicle Insurance Coverage Amendments (S. Urquhart)

    Sen. Urquhart presented the bill.

     MOTION:    Sen. Romero moved to pass S.B. 174 with a favorable recommendation.



    The motion passed unanimously with Sen. Hillyard, Sen. Waddoups and Sen. McAdams absent for the vote.

     MOTION:    Sen. Urquhart moved to place S.B. 174 on the Consent Calendar.

    The motion passed unanimously with Sen. Hillyard, Sen. Waddoups and Sen. McAdams absent for the vote.    

2.     SB0277 - Child Custody Task Force (L. Robles)
    
    Sen. Robles presented the bill.

    Mr. Ralphs, Mr. Deuel, Mr. Godfrey and Dr. Durtschi spoke in favor of the bill.

    Ms. Nelson, Ms. Timothy-Bowen and Ms. Skowronski spoke in opposition to the bill.

     MOTION:     Sen. Romero moved to pass S.B. 277 with a favorable recommendation.

    The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.

3.     HB0070S01 - Illegal Immigration Enforcement Act (S. Sandstrom)

     MOTION:     Sen. Waddoups moved to table 1st Substitute H.B. 70.

    The motion passed unanimously with Sen. Urquhart absent for the vote.

4.     HJR038 - Joint Resolution to Amend Rule of Evidence (J. Dunnigan)

    
Rep. Dunnigan presented the bill.

    
Mr. Brinton spoke in favor of the bill.

    MOTION:     
Sen. Waddoups moved to pass H.J.R. 38 with a favorable recommendation.

    The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.

     MOTION:    Sen. Romero moved to place H.J.R. 38 on the Consent Calendar.

    The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.

5.     HB0048S03 - Fingerprints of Juveniles (J. Peterson)

    
Rep. Peterson presented the bill.


    Mr. Gordon spoke in favor of the bill.

    Mr. Goodman spoke in opposition to the bill.
    
     MOTION:    Sen. Romero moved to pass 3rd Substitute H.B. 48 with a favorable recommendation.

    The motion passed 4-1-1 with Sen. Madsen absent for the vote.

    

     MOTION: Sen. Romero moved to adjourn.

    The motion passed unanimously.
