Committee Chair Van Tassell called the meeting to order at 8:00 a.m.

Approval of Minutes

     MOTION: Sen. Adams moved to adopt the minutes of the February 23 and 25, 2011     meetings.

    The motion passed unanimously with Sen. Mayne absent for the vote.

1.     H.B. 173 Dedication and Amendment of Public Highways (K. McIff)

    
Rep. McIff explained the bill assisted by Mark Ward, Utah Association of Counties.

     MOTION: Sen. Adams moved to transmit H.B. 173 with a favorable recommendation.


Senate 2nd & 3rd Reading Amendments 3-9-2011 kc/Sen. Adams assumed the Committee Chair.


2.     S.B. 239 Motor and Special Fuel Tax Amendments (K. Van Tassell)

    
Sen. Van Tassell moved to delete in title and body S.B. 239 and replace it with
    1st Sub. S.B. 239.

    The motion passed unanimously.
        
    The following amendments were proposed:

    1. Page 2, Lines 50 through 51:

    
50 (c) (i) Beginning on or after January 1, 2013, the commission shall, every two
    
years in

    
51 the odd year, increase the rate imposed under Subsection (1)(a) by {.75 cents}
     3/4 of one cent .

     MOTION: Sen. Van Tassell moved to adopt the amendments.

    The motion passed unanimously with Sen. Mayne absent for the vote.

    Sen. Van Tassell explained the bill.

    Robin Riggs, Executive Vice President, Salt Lake Chamber; Brent Gardner, Utah Association     of Counties; David Creer, Executive Director, Utah Trucking Association; Rich Thorn,     President, CEO, Associated General Contractors and Jeff Harris, AUT/Office Leader,     Engineering Firm spoke in support of the bill.

    Rolayne Fairclough, Legislative Representative, AAA Utah and John Hill, Director, UPURA     spoke in opposition to the bill.

     MOTION: Sen. Van Tassell moved to transmit 1st Sub. 239 with a favorable     recommendation.

    The motion passed unanimously.

Sen. Van Tassell resumed the Committee Chair.

3.     S.B. 232 Public Transist District Board of Trustees Amendments (K. Mayne)



    
MOTION: Sen. Mayne moved to delete in title and body S.B. 232 and replace it with
    1st Sub. S.B. 232.

    The motion passed unanimously.

    The motion passed unanimously with Sen. Adams absent for the vote.

    Sen. Mayne explained the bill.

     MOTION: Sen. Mayne moved to transmit 1st Sub. S.B. 232 with a favorable     recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.

4.     H.B. 184 Motor and Special Fuel Tax Act Amendments C. Herrod)

    
Rep. Herrod explained the bill.

     MOTION: Sen. Mayne moved to transmit H.B. 184 with a favorable recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.

     MOTION: Sen. Van Tassell moved that H.B. 184 be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Adams absent for the vote.

5.     1st Sub. H.B. 261 Amendments to Transportation Provisions (D. Brown)

    Rep. Brown explained the bill.

    Pat Morley, Director of Aeronautics, UDOT Aeronautics; Leonard Wojcir, Vice President,     Utah General Aviation Association and Lee Gardner, Salt Lake County Assessor spoke in     support of the bill.

     MOTION: Sen. Mayne moved to transmit 1st Sub. H.B. 261 with a favorable     recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.

     MOTION: Sen. Mayne moved to adjourn.


    The motion passed unanimously.
