ECONOMIC DEVELOPMENT STANDING COMMITTEE
MONDAY, FEBRUARY 28, 2011, 8:00 A.M.

Members Present:    Sen. Stuart Reid, Committee Chair
            Sen. Ralph Okerlund
            Sen. Michael Waddoups
            Sen. Patricia Jones
            Sen. Karen Morgan

Member Absent:    Sen. Jerry Stevenson

A list of visitors and a copy of handouts are filed with the committee minutes.

Chair Reid called the meeting to order at 8:02 a.m. and announced that at the request of the sponsor, 1st Sub. H.B. 99 would not be heard today.

Approval of Minutes

     MOTION: Sen. Jones moved to approve minutes of the February 24, 2011 meeting.

    The motion passed unanimously with Sens. Morgan and Waddoups absent for the vote.

1.     S.B. 312 Economic Development Coordination (S. Jenkins)

    
Sen. Jenkins explained the bill assisted by Spencer Eccles, Executive Director, Governor's     Office of Economic Development both of whom answered questions from the committee.

     MOTION: Sen. Jones moved to transmit S.B. 312 with a favorable recommendation.

    The motion passed unanimously with Sen, Waddoups absent for the vote.

     MOTION: Sen. Jones moved that S.B. 312 be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Waddoups absent for the vote.


2.     S.B. 220 Intermountain Weatherization Training Fund (S. Jenkins)

    Sen. Jenkins explained the bill and 1st Sub. S.B. 220 was distributed.

     MOTION: Sen. Okerlund moved to delete in title and body S.B. 220 and replace it with
    1st. Sub. S.B. 220.

    The motion passed unanimously.

    Sen. Jenkins explained the bill assisted by Gordon Walker, Director, Utah Housing amd     Community Development, Utah Department of Community and Culture, both of whom     answered questions from the committee.

     MOTION: Sen. Jones moved to transmit 1st Sub. S.B. 220 with a favorable     recommendation.

    The motion passed unanimously.    

3.     H.C.R. 16 Resolution Supporting Utah Highway Patrol Use of White Crosses as     Roadside Memorial (L. Perry)

    
Rep. Perry explained the bill.

     MOTION: Sen. Morgan moved to transmit H.C.R. 16 with a favorable recommendation.

    The motion passed unanimously.

    Without objection, the committee recommended that H.C.R. 16 be placed on the Consent     Calendar.
    
    MOTION: Sen. Okerlund moved to adjourn.

    The motion passed unanimously.

    Chair Reid adjourned the meeting at 8:36 a.m.
