11 General Description:
12 This bill creates the Economic Development Task Force.
13 Highlighted Provisions:
14 This bill:
15 . creates and provides for the membership of the Economic Development Task Force;
16 . provides for salary and expenses of task force members; and
17 . provides for task force duties, meetings, and reports.
18 Money Appropriated in this Bill:
19 This bill appropriates:
20 . $17,000 to the Senate; and
21 . $29,000 to the House of Representatives.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Economic Development Task Force -- Creation -- Membership --
29 Quorum -- Compensation -- Staff.
30 (1) There is created the Economic Development Task Force consisting of the following
31 S. [
32 (a) three members of the Senate appointed by the president of the Senate, no more than
33 two of whom may be from the same political party H. , and including at least one member
33a representing a rural area of the state .H ;
34 (b) S. [

35 House of Representatives, no more than four of whom may be from the same political party H. ,
35a and including at least one member representing a rural area of the state .H ;
36 (c) one person appointed by the Governor from the Governor's Office of Economic
37 Development;
38 (d) one person appointed by the Utah Manufacturers Association;
39 (e) one person appointed by the Salt Lake Area Chamber of Commerce; S. [
40 (f) two persons from the state's business community, one appointed by the president of
41 the Senate and the other appointed by the speaker of the House of Representatives S. [
41a1 S.[
41a (g) one person appointed by the Utah League of Cities and Towns.S S. [
41b (h) one person appointed by the Utah Association of Counties. .S
42 (2) (a) The president of the Senate shall designate a member of the Senate appointed
43 under Subsection (1)(a) as a cochair of the task force.
44 (b) The speaker of the House of Representatives shall designate a member of the House
45 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
46 (3) A majority of the members of the task force constitute a quorum. The action of a
47 majority of a quorum constitutes the action of the task force.
48 (4) (a) Salaries and expenses of the members of the task force who are legislators shall
49 be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
50 Expense and Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions,
51 and Veto Override Sessions.
52 (b) A member of the task force who is not a legislator may not receive compensation
53 for the member's work associated with the task force, but may receive per diem and
54 reimbursement for travel expenses incurred as a member of the task force at the rates
55 established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
56 (5) The Office of Legislative Research and General Counsel shall provide staff support
57 to the task force.
58 Section 2. Duties -- Meetings -- Reports.
59 (1) The task force shall review and make recommendations on S. :
59a (a) .S how economic
60 production in the state can be increased, including how more exports and more high-paying
61 jobs can be created S. [
61a (b) .S how the state can attract more businesses S. [
61b (c) .S how regulatory or other
62 barriers to economic production or economic development can be reduced or eliminated S. [
62a and
62b (d) how air quality affects economic development efforts in the state, including:
62c (i) a review of public and private sector efforts to improve air quality in the state; and
62d (ii) a review of and any suggested changes to state laws and regulations that could
62e improve air quality in the state. .S
63 (2) The task force may hold no more than S. [
64 (3) (a) The task force shall present an interim report to the Workforce Services and
65 Community and Economic Development Interim Committee S. , the Health and Human
65a Services Interim Committee, and the Natural Resources, Agriculture, and Environment
65b Interim Committee .S before November 30, 2012.
66 (b) The task force shall present a final report, including any proposed legislation, to the
67 Workforce Services and Community and Economic Development Interim Committee S. , the
67a Health and Human Services Interim Committee, and the Natural Resources, Agriculture, and
67b Environment Interim Committee .S before
68 November 30, 2013.
69 Section 3. Appropriation.
70 There is appropriated from the General Fund for fiscal year 2013 only:
71 (1) $17,000 to the Senate to pay for the compensation and expenses of senators on the
72 task force; and
73 (2) $29,000 to the House of Representatives to pay for the compensation and expenses
74 of representatives on the task force.
75 Section 4. Repeal date.
76 This bill is repealed November 30, 2013.
