             7      LONG TITLE
             8      General Description:
             9          This bill creates the Veterans Reintegration Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Veterans Reintegration Task Force composed of 15 members;
             13          .    requires the task force to study difficulties encountered by returning service
             14      members after deployments and create a statewide action plan for assisting with
             15      reintegration into communities;
             16          .    charges the task force with creating a statewide action plan for collaborating,
             17      assisting, and coordinating with reintegration into communities; and
             18          .    requires that the task force report to the Government Operations and Political
             19      Subdivisions Interim Committee.
             20      Money Appropriated in this Bill:
             21          This bill appropriates in fiscal year 2011-12:
             22          .    To the Senate, as a one-time appropriation:
             23              .    from the General Fund S. [ $6,000 ] $4,000 .S to pay for the Veterans
             23a      Reintegration Task Force;
             24      and
             25          .    To the House of Representatives, as a one-time appropriation:
             26              .    from the General Fund S. [ $9,000 ] $6,000 .S to pay for the Veterans
             26a      Reintegration Task Force.
             27      Other Special Clauses:


             28          This bill is repealed on November 30, 2012.

             32      Be it enacted by the Legislature of the state of Utah:
             33          Section 1. Veterans Reintegration Task Force -- Creation -- Membership --
             34      Quorum -- Compensation -- Staff.
             35          (1) There is created the Veterans Reintegration Task Force consisting of the following
             36      15 members:
             37          (a) two members of the Senate appointed by the president of the Senate, no more than
             38      one of whom may be from the same political party;
             39          (b) three members of the House of Representatives appointed by the speaker of the
             40      House of Representatives, no more than two of whom may be from the same political party;
             41          (c) the executive director of the Department of Veterans' Affairs or the director's
             42      designee;
             43          (d) the executive director of the Department of Workforce Services or the director's
             44      designee;
             45          (e) the executive director of the Department of Health or the director's designee;
             46          (f) the executive director of the Department of Human Services or the director's
             47      designee;
             48          (g) the director of the Division of Occupational and Professional Licensing or the
             49      director's designee;
             50          (h) a representative from the Administrative Office of the Courts who is
             51      knowledgeable in court services and availability appointed by the Judicial Council;
             52          (i) a representative from the Utah National Guard appointed by the Adjutant General;
             53          (j) the Employment Services for Guard and Reserve Transition Assistance Advisor;
             54          (k) a representative from the Board of Regents;
             55          (l) a representative from the League of Cities and Towns; and
             56          (m) any other representatives of agencies or organizations the task force considers
             57      necessary to complete its charge.
             58          (2) (a) The president of the Senate shall designate a member of the Senate appointed


             59      under Subsection (1)(a) as a cochair of the task force.
             60          (b) The speaker of the House of Representatives shall designate a member of the House
             61      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             62          (3) A majority of the members of the task force constitute a quorum. The action of a
             63      majority of a quorum constitutes the action of the task force.
             64          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
             65      be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
             66      Expense and Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions,
             67      and Veto Override Sessions.
             68          (b) A member of the task force who is not a legislator may not receive compensation
             69      for their work associated with the task force, but may receive per diem and reimbursement for
             70      travel expenses incurred as a member of the task force at the rates established by the Division
             71      of Finance under Sections 63A-3-106 and 63A-3-107 .
             72          (5) The Office of Legislative Research and General Counsel shall provide staff support
             73      to the task force.
             74          Section 2. Duties -- Interim report.
             75          (1) The task force shall review and make recommendations on the following issues:
             76          (a) difficulties encountered by service members returning from deployments, including:
             77          (i) regaining employment;
             78          (ii) managing finances;
             79          (iii) suicide prevention; and
             80          (iv) obtaining assistance with deployment related health issues;
             81          (b) creation of a statewide action plan to assist returning veterans to make the transition
             82      back to civilian life; and
             83          (c) coordination of resources across state and local governments to assist veterans and
             84      their families.
             85          (2) A final report, including any proposed legislation, shall be presented to the
             86      Government Operations and Political Subdivisions Interim Committee before November 30,
             87      2012.
             88          Section 3. Appropriation.
             89          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the


             90      following sums of money are appropriated from resources not otherwise appropriated, or
             91      reduced from amounts previously appropriated, out of the funds or accounts indicated for the
             92      fiscal year beginning July 1, 2011 and ending June 30, 2012. These are additions to any
             93      amounts previously appropriated for fiscal year 2012.
