             8      General Description:
             9          This bill creates the Corrections Issues Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Corrections Issues Task Force;
             13          .    provides for membership of the task force and compensation for members; and
             14          .    specifies duties and responsibilities of the task force.
             15      Money Appropriated in this Bill:
             16          This bill appropriates in fiscal year 2011-12:
             17          .    to the Senate, as a one-time appropriation:
             18              .    from the General Fund $9,000 to pay for the task force; and
             19          .    to the House of Representative, as a one-time appropriation;
             20              .    from the General Fund $18,000 to pay for the task force.
             21      Other Special Clauses:
             22          This bill is repealed on November 30, 2012.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Corrections Issues Task Force -- Creation -- Membership -- Interim


             28      rules followed -- Compensation -- Staff.
             29          (1) There is created the Corrections Issues Task Force consisting of the following nine
             30      members:
             31          (a) three members of the Senate appointed by the president of the Senate, no more than
             32      two of whom may be from the same political party; and
             33          (b) six members of the House of Representatives appointed by the speaker of the
             34      House of Representatives, no more than four of whom may be from the same political party.
             35          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             36      under Subsection (1)(a) as a cochair of the task force.
             37          (b) The speaker of the House of Representatives shall designate a member of the House
             38      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             39          (3) In conducting its business, the task force shall comply with the legislative interim
             40      rules.
             41          (4) (a) Salaries of the members of the task force shall be paid in accordance with
             42      Section 36-2-2 .
             43          (b) Notwithstanding Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             44      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             45      Sessions, members of the task force may not receive reimbursement for:
             46          (i) lodging expenses;
             47          (ii) meals;
             48          (iii) incidental expenses; or
             49          (iv) travel expenses.
             50          (5) The Office of Legislative Research and General Counsel shall provide staff support
             51      to the task force.
             52          Section 2. Duties -- Interim report.
             53          (1) The task force shall review and make recommendations on:
             54          (a) inmate programs;
             55          (b) alternative sanctions in lieu of incarceration;
             56          (c) state correctional facilities;
             57          (d) contracting with county facilities to house state inmates;
             58          (e) postincarceration supervision; and


             59          (f) other correctional issues.
             60          (2) A final report, including any proposed legislation, shall be presented to the
             61      Judiciary, Law Enforcement, and Criminal Justice Interim Committee before November 30,
             62      2012.
             63          Section 3. Appropriation.
             64          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             65      following sums of money are appropriated from resources not otherwise appropriated, or
             66      reduced from amounts previously appropriated, out of the funds or accounts indicated for the
             67      fiscal year beginning July 1, 2011 and ending June 30, 2012. These are additions to any
             68      amounts previously appropriated for fiscal year 2012.
