8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature applies for and requests that the United States
11 Congress call a convention to propose a constitutional amendment providing that an
12 increase in the federal debt requires approval from a majority of the legislatures of the
13 several states (amendments convention).
14 Highlighted Provisions:
15 This resolution:
16 . applies to the United States Congress for a convention to be called to propose an
17 amendment to the United States Constitution providing that an increase in the
18 federal debt requires approval from a majority of the legislatures of the several
19 states;
20 . directs that the amendments convention must be entirely focused upon and
21 exclusively limited to that subject;
22 . intends that the application be a continuing application until at least two-thirds of
23 the legislatures of the several states have made application for an equivalently
24 limited convention; and
25 . strongly urges the presiding officers of each house of each legislature of the several
26 states to make application to the United States Congress as provided in this
27 resolution.

31 Be it resolved by the Legislature of the state of Utah:
32 WHEREAS, Article V of the United States Constitution requires a convention to be
33 called by the United States Congress for the purpose of proposing amendments to the
34 Constitution upon application of two-thirds of the legislatures of the several states
35 (amendments convention); and
36 WHEREAS, the Legislature of the state of Utah favors the proposal and ratification of
37 an amendment to the United States Constitution providing that an increase in the federal debt
38 requires approval from a majority of the legislatures of the several states:
39 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah,
40 under Article V of the United States Constitution, respectfully applies for a convention to be
41 called by the United States Congress for the purpose of proposing an amendment to the United
42 States Constitution providing that an increase in the federal debt requires approval from a
43 majority of the legislatures of the several states.
44 BE IT FURTHER RESOLVED that the amendments convention contemplated by this
45 application must be focused entirely upon and exclusively limited to the subject matter of
46 proposing for ratification an amendment to the Constitution of the United States providing that
47 an increase in the federal debt requires approval from a majority of the legislatures of the
48 several states.
49 BE IT FURTHER RESOLVED that the Legislature of the state of Utah intends that this
50 application be a continuing application in accordance with Article V of the United States
51 Constitution until at least two-thirds of the legislatures of the several states have made
52 application for an equivalently limited convention.
53 BE IT FURTHER RESOLVED that the Legislature of the state of Utah strongly urges
54 the presiding officers of each house of each legislature of the several states to make application
55 to the United States Congress for the calling of a convention as provided in this resolution.
56 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
57 the United States, the Speaker of the United States House of Representatives, the members of
58 Utah's congressional delegation, and to the presiding officers of each house of the legislatures

59 of each state of the United States.
