             8      LONG TITLE
             9      General Description:
             10          This bill requires certain political subdivisions to develop a contingency plan if there is
             11      a reduction of federal funds or receipts to the political subdivision.
             12      Highlighted Provisions:

             27      Be it enacted by the Legislature of the state of Utah:
             28          Section 1. Section 11-49-101 is enacted to read:
             29     
CHAPTER 49. FEDERAL RECEIPTS PLANNING REQUIREMENTS

             30          11-49-101. Title.
             31          This chapter is known as "Federal Receipts Planning Requirements."
             32          Section 2. Section 11-49-102 is enacted to read:
             33          11-49-102. Definitions.
             34          As used in this chapter:
             35          (1) "Federal receipts" means the federal financial assistance, as defined in 31 U.S.C.
             36      Sec. 7501, that is reported as part of a single audit.
             37          (2) "Political subdivision" means a county, a municipality, a local district, a special
             38      service district, an entity created by an interlocal agreement adopted under Title 11, Chapter 13,
             39      Interlocal Cooperation Act, or a community development and renewal agency created under
             40      Title 17C, Limited Purpose Local Government Entities - Community Development and
             41      Renewal Agencies Act.
             42          (3) "Single audit" is as defined in 31 U.S.C. Sec. 7501.
             43          Section 3. Section 11-49-103 is enacted to read:
             44          11-49-103. Federal receipts planning requirements.
             45          If a political subdivision receives federal funds or federal receipts that comprise 10% or
             46      more of the political subdivision's annual budget, the political subdivision shall develop a
             47      contingency plan for operating the political subdivision if there is a reduction of federal funds
             48      or federal receipts to the political subdivision.
