             8      General Description:
             9          This bill requires school districts to offer a seminar to parents with certain information.
             10      Highlighted Provisions:
             11          This bill:
             12          .    requires school districts to offer an annual seminar to parents, with information on
             13      substance abuse, bullying, mental health, and Internet safety;
             14          .    requires the State Board of Education to:
             15              .    develop a curriculum and provide it to requesting school districts; and
             16              .    report on the program to the Education Interim Committee; and
             17          .    requires a school district to notify charter schools located within the school district's
             18      boundaries of the parent seminar.

             27      Be it enacted by the Legislature of the state of Utah:


             28          Section 1. Section 53A-15-1301 is enacted to read:
             29     
Part 13. Parent Education

             30          53A-15-1301. Parent education -- Mental health -- Bullying -- Safety.
             31          (1) (a) A school district shall offer a seminar for parents of students in the school
             32      district that:
             33          (i) is offered at no cost to parents;
             34          (ii) begins at or after 6 p.m.;
             35          (iii) is held in at least one school located in the school district;
             36          (iv) is offered once a year; and
             37          (v) covers the topics described in Subsection (2).
             38          (b) A school district may:
             39          (i) develop its own curriculum for the seminar described in Subsection (1)(a); or
             40          (ii) use the curriculum developed by the State Board of Education under Subsection
             41      (2).
             42          (c) A school district shall notify each charter school located in the attendance
             43      boundaries of the school district of the date and time of the parent seminar, so that the charter
             44      school may inform parents of the seminar.
             45          (2) The State Board of Education shall:
             46          (a) develop a curriculum for the parent seminar described in Subsection (1) that
             47      includes information on:
             48          (i) substance abuse, including illegal drugs and prescription drugs and prevention;
             49          (ii) bullying;
             50          (iii) mental health, depression, and suicide awareness; and
             51          (iv) Internet safety, including pornography addiction; and
             52          (b) provide the curriculum, including resources and training, to school districts upon
             53      request.
             54          (3) The State Board of Education shall report to the Legislature's Education Interim
             55      Committee, by the November 2012 meeting, on the progress of implementation of the parent
             56      seminar.
             57          (4) The State Board of Education shall report to the Legislature's Education Interim
             58      Committee by the November 2013 meeting on:


             59          (a) progress of implementation of the parent seminar;
             60          (b) estimated attendance reported by school district; and
             61          (c) recommendation of whether or not to continue the parent seminar program.
