9 General Description:
10 This bill creates the Department of Alcoholic Beverage Control Privatization Task
11 Force.
12 Highlighted Provisions:
13 This bill:
14 . creates the task force;
15 . provides for the appointment of chairs;
16 . requires the task force to follow interim committee rules;
17 . addresses salaries and expenses;
18 . addresses staffing;
19 . requires the task force to study privatization; and
20 . requires the task force to report to an interim committee.
21 Money Appropriated in this Bill:
22 This bill appropriates in fiscal year 2011-12:
23 . To the Senate, as a one-time appropriation:
24 . from the General Fund $12,000 to pay for the Department of Alcoholic
25 Beverage Control Privatization Task Force; and
26 . To the House of Representatives, as a one-time appropriation:
27 . from the General Fund $15,000 to pay for the Department of Alcoholic
28 Beverage Control Privatization Task Force.
29 Other Special Clauses:
30 This bill is repealed on November 30, 2012.

34 Be it enacted by the Legislature of the state of Utah:
35 Section 1. Department of Alcoholic Beverage Control Privatization Task Force.
36 (1) There is created the Department of Alcoholic Beverage Control Privatization Task
37 Force consisting of the following nine members:
38 (a) four members of the Senate appointed by the president of the Senate, no more than
39 three of whom may be from the same political party; and
40 (b) five members of the House of Representatives appointed by the speaker of the
41 House of Representatives, no more than four of whom may be from the same political party.
42 (2) (a) The president of the Senate shall designate a member of the Senate appointed
43 under Subsection (1)(a) as a cochair of the task force.
44 (b) The speaker of the House of Representatives shall designate a member of the House
45 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
46 (3) In conducting its business, the task force shall comply with the rules of legislative
47 interim committees.
48 (4) The task force shall meet at least five times.
49 (5) Salaries and expenses of the members of the task force shall be paid in accordance
50 with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
51 Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
52 Sessions.
53 (6) The Office of Legislative Research and General Counsel shall provide staff support
54 to the task force.
55 Section 2. Duties -- Interim report.
56 (1) The task force shall study the viability of privatizing the operations and
57 management of the Department of Alcoholic Beverage Control.
58 (2) Before November 30, 2012, the task force shall report its findings to the Business
59 and Labor Interim Committee.
60 Section 3. Appropriation.
61 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
62 following sums of money are appropriated from resources not otherwise appropriated, or
63 reduced from amounts previously appropriated, out of the funds or accounts indicated for the
64 fiscal year beginning July 1, 2011 and ending June 30, 2012. These are additions to any
65 amounts previously appropriated for fiscal year 2012.
