             8      LONG TITLE
             9      General Description:
             10          This bill adds two additional members to the Utah International Relations and Trade
             11      Commission.
             12      Highlighted Provisions:
             13          This bill:
             14          .    adds two additional governor appointed members to the Utah International
             15      Relations and Trade Commission, including:
             16              .    an expert in international finance; and
             17              .    an expert in higher education with international experience.
             18      Money Appropriated in this Bill:

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Section 36-26-102 is amended to read:


             28           36-26-102. Utah International Relations and Trade Commission -- Creation --
             29      Membership -- Chairs -- Per diem and expenses.
             30          (1) There is created the Utah International Relations and Trade Commission.
             31          (2) The commission membership consists of [11] 13 members:
             32          (a) eight members to be appointed as follows:
             33          (i) five members from the House of Representatives, appointed by the speaker of the
             34      House of Representatives, no more than three from the same political party; and
             35          (ii) three members from the Senate, appointed by the president of the Senate, no more
             36      than two members from the same political party;
             37          (b) [two] four nonvoting members to be appointed by the governor[; and], including at
             38      least:
             39          (i) one representative from a Utah industry involved in international trade;
             40          (ii) one expert in international finance; and
             41          (iii) one expert in higher education with international experience; and
             42          (c) the Utah Attorney General or designee, who is a nonvoting member.
             43          (3) (a) The members appointed or reappointed by the governor shall serve two-year
             44      terms.
             45          (b) Notwithstanding the requirement of Subsection (3)(a), the governor shall, at the
             46      time of appointment or reappointment, adjust the length of terms to ensure that the terms of
             47      these members are staggered so that approximately half of the members are appointed or
             48      reappointed under Subsection (3)(c) every two years.
             49          (c) When a vacancy occurs among members appointed by the governor, the
             50      replacement shall be appointed for the unexpired term.
             51          [(d) One of the two members appointed by the governor shall be from a Utah industry
             52      involved in international trade.]
             53          (4) Four members of the commission constitute a quorum.
             54          (5) (a) The speaker of the House of Representatives shall designate a member of the
             55      House of Representatives appointed under Subsection (2)(a) as a cochair of the commission.
             56          (b) The president of the Senate shall designate a member of the Senate appointed under
             57      Subsection (2)(a) as a cochair of the commission.
             58          (6) A member may not receive compensation or benefits for the member's service, but


             59      may receive per diem and travel expenses in accordance with:
             60          (a) Section 63A-3-106 ;
             61          (b) Section 63A-3-107 ; and
             62          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
             63      63A-3-107 .
