             8      LONG TITLE
             9      General Description:
             10          This bill provides for an educational program on the use of information technology
             11      within the public education and higher education systems.
             12      Highlighted Provisions:
             13          This bill:
             14          .    directs the State Board of Education and the State Board of Regents to provide for
             15      an educational program on the use of information technology; and
             16          .    specifies the components of an educational program on the use of information
             17      technology.
             18      Money Appropriated in this Bill:
             19          This bill appropriates for the fiscal year beginning July 1, 2012 and ending June 30,
             20      2013:
             21          .    to the State Board of Education - Utah State Office of Education - Initiative
             22      Programs, as an ongoing appropriation:
             23              .    from the Education Fund, $400,000; and
             24          .    to the State Board of Regents - Education Excellence, as an ongoing appropriation:
             25              .    from the Education Fund, $85,000.
             26      Other Special Clauses:
             27          This bill provides an effective date.


             28      Utah Code Sections Affected:
             29      ENACTS:
             30          53A-13-111, Utah Code Annotated 1953
             31          53B-1-111, Utah Code Annotated 1953

             33      Be it enacted by the Legislature of the state of Utah:
             34          Section 1. Section 53A-13-111 is enacted to read:
             35          53A-13-111. Educational program on the use of information technology.
             36          (1) The State Board of Education shall provide for an educational program on the use
             37      of information technology, which shall be offered by high schools.
             38          (2) An educational program on the use of information technology shall:
             39          (a) provide instruction on skills and competencies essential for the workplace and
             40      requested by employers;
             41          (b) include the following components:
             42          (i) a curriculum;
             43          (ii) online access to the curriculum;
             44          (iii) instructional software for classroom and student use;
             45          (iv) certification of skills and competencies most frequently requested by employers;
             46          (v) professional development for teachers; and
             47          (vi) deployment and program support, including integration with existing curriculum
             48      standards; and
             49          (c) be made available to high school students, faculty, and staff.
             50          Section 2. Section 53B-1-111 is enacted to read:
             51          53B-1-111. Educational program on the use of information technology.
             52          (1) The State Board of Regents shall provide for an educational program on the use of
             53      information technology, which shall be offered by Salt Lake Community College and the Utah
             54      College of Applied Technology.
             55          (2) An educational program on the use of information technology shall:
             56          (a) provide instruction on skills and competencies essential for the workplace and
             57      requested by employers;
             58          (b) include the following components:


             59          (i) a curriculum;
             60          (ii) online access to the curriculum;
             61          (iii) instructional software for classroom and student use;
             62          (iv) certification of skills and competencies most frequently requested by employers;
             63          (v) professional development for faculty; and
             64          (vi) deployment and program support, including integration with existing curriculum
             65      standards; and
             66          (c) be made available to students, faculty, and staff of participating institutions.
             67          Section 3. Appropriation.
             68          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             69      following sums of money are appropriated from resources not otherwise appropriated out of the
             70      funds or accounts indicated for the fiscal year beginning July 1, 2012 and ending June 30,
             71      2013. These are additions to amounts previously appropriated for fiscal year 2013.
             72          Item 1. To State Board of Education - Utah State Office of Education -
             73          Initiative Programs
             74              From Education Fund

             77          The Legislature intends that the appropriation under this section is:
             78          (1) nonlapsing; and
             79          (2) to be used for an educational program on the use of information technology as
             80      provided in Section 53A-13-111 .
             81          Item 2. To State Board of Regents - Education Excellence
             82              From General Fund

             85          The Legislature intends that the appropriation under this section is:
             86          (1) nonlapsing; and
             87          (2) to be used for an educational program on the use of information technology as
             88      provided in Section 53B-1-111 .
             89          Section 4. Effective date.


             90          (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012.
             91          (2) Uncodified Section 3, Appropriation, takes effect on July 1, 2012.
