             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor expresses support for
             11      the completion of the Provo Reservoir Canal Enclosure Project and transfer of title of
             12      the Provo Reservoir Canal to the Provo River Water Users Association.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    recognizes the benefits of completing the Provo Reservoir Canal Enclosure Project;
             16          .    expresses support for completion of the Provo Reservoir Canal Enclosure Project;
             17      and
             18          .    urges the United States Bureau of Reclamation to work with the parties to
             19      expeditiously complete the transfer of title.
             20      Special Clauses:
             21          None
             22     
             23      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             24          WHEREAS, the construction of the Provo River Canal Enclosure Project is moving
             25      forward on a schedule to be completed this year;
             26          WHEREAS, the benefits of the Enclosure Project are vital and significant, including
             27      realizing environmental benefits by saving 8,000 acre-feet of water annually, improving the


             28      safety of thousands of people who live near the canal, and providing a significant public
             29      recreational benefit;
             30          WHEREAS, due to the great work of the Utah Congressional Delegation, Congress
             31      passed the Provo River Project Transfer Act (P.L. 108-382) in October 2004 that authorized the
             32      transfer of title upon completion of the Enclosure Project to the local sponsor, the Provo River
             33      Water Users Association;
             34          WHEREAS, much work has gone into planning the title transfer of the Provo Reservoir
             35      Canal and corridor to the local sponsor;
             36          WHEREAS, one of the main purposes of seeking title transfer from the United States to
             37      the Provo River Water Users Association was to take advantage of the fiscal benefits of private
             38      sector ownership and control;
             39          WHEREAS, enormous time and consideration has gone into the completion of the
             40      Enclosure Project in preparation for title transfer by the local sponsor, the other participating
             41      entities, including the Central Utah Water Conservancy District, the Metropolitan Water
             42      District of Salt Lake and Sandy, and the Jordan Valley Water Conservancy District, as well as
             43      all the local communities, the Utah State Legislature, the Governor, and the many citizens in
             44      the affected area; and
             45          WHEREAS, title transfer will provide cost savings to Utah and federal taxpayers:              46          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             47      Governor concurring therein, expresses support for completion of the Provo Reservoir Canal
             48      Enclosure Project and transfer of title to the Provo Reservoir Canal from the United States to
             49      the Provo River Water Users Association, as authorized by the Provo River Project Transfer
             50      Act (P.L. 108-382).
             51          BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor
             52      concurring therein, urges the United States Bureau of Reclamation to work with the parties to
             53      expeditiously complete the transfer of title.
