7 LONG TITLE
8 General Description:
9 This bill provides funding for a public school mathematics program.
10 Highlighted Provisions:
11 This bill:
12 . requires the State Board of Education to develop a new set of mathematics curricula
13 consistent with Utah Common Core standards for public school students; and
14 . requires the State Board of Education to select a provider through a request for
15 proposals process to produce and publish materials, including online materials,
16 consistent with the new mathematics curricula.
17 Money Appropriated in this Bill:
18 This bill appropriates:
19 . to the State Board of Education -- State Office of Education -- Initiative Programs,
20 as a one-time appropriation:
21 . from the Education Fund, $500,000.
22 Other Special Clauses:
23 This bill provides an effective date.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53A-1-402.7 is enacted to read:
32 53A-1-402.7. Mathematics curricula and materials development program.
33 (1) As used in this section, "board" means the State Board of Education.
34 (2) (a) To develop and produce a new low cost, highly-interactive, print and online
35 mathematics text for elementary and secondary students, that will meet the new Utah Common
36 Core standards, the board S. shall .S develop mathematics textbooks.
37 (b) The board shall contract with the following to assist the board in the development
38 of the new mathematics materials:
39 (i) mathematicians employed by at least one higher education institution within the
40 state; and
41 (ii) expert mathematics teachers from public schools within the state.
42 (c) The board shall contract with a provider, selected through a request for proposals
43 process, to produce and publish materials, including online materials, consistent with the new
44 mathematics curricula developed in Subsection (2)(a).
45 (3) The board shall ensure that the mathematics materials:
46 (a) meet the new mathematics standards adopted by the board;
47 (b) are developed by:
48 (i) expert public education mathematics teachers; and
49 (ii) mathematicians employed by at least one higher education institution within Utah;
50 (c) be owned and controlled by the board; and
51 (d) be produced and ready for distribution to school districts and charter schools:
52 (i) for students in grades 7 and 8, on or before the 2012-13 school year;
53 (ii) for students in grades 9 through 11, on or before the 2013-14 school year; and
54 (iii) for students in kindergarten through grade 6, on or before the 2015-16 school year.
55 Section 2. Section 63I-2-253 is amended to read:
56 63I-2-253. Repeal dates -- Titles 53, 53A, and 53B.
57 (1) Section 53A-1-402.7 is repealed July 1, 2016.

63 Section 3. Appropriation.
64 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
65 following sums of money are appropriated from resources not otherwise appropriated, or
66 reduced from amounts previously appropriated, out of the funds or accounts indicated for the
67 fiscal year beginning July 1, 2012, and ending June 30, 2013. These are additions to any
68 amounts previously appropriated for fiscal year 2013.

73 The Legislature intends that:
74 (1) the appropriation for Contracts and Grants be used for the purposes described in
75 Section 53A-1-402.7; and
76 (2) the appropriation under this section:
77 (a) be one-time; and
78 (b) not lapse at the close of fiscal year 2013.
79 Section 4. Effective date.
80 (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012.
81 (2) Uncodified Section 3, Appropriation, takes effect on July 1, 2012.
