Rep. Pitcher called the meeting to order at 2:06 p.m.

MOTION:    Rep. Morley moved to approve the minutes of the January 27, 2012 meeting. The motion passed unanimously.

H.B. 288    Impact Fee Amendments (Rep. M. Morley)

Rep. Morley explained the bill to the committee assisted by Jodi Hoffman, Utah League of Cities and Towns.

Spoke for the bill:    Mike Ostermiller, Utah Association of Realtors and Utah Property Rights                 Coalition

MOTION:    
Rep. Brown moved to transmit H.B. 288 with a favorable recommendation. The motion passed unanimously with Rep. Doughty and Rep. Ipson absent for the vote.

H.B. 302    Land Use Penalties (Rep. M. Morley)

Rep. Morley explained the bill to the committee assisted by Jodi Hoffman, Utah League of

Cities and Towns and Mike Ostermiller, Utah Association of Realtors and Utah Property Rights Coalition.

MOTION:    Rep. Brown moved to amend H.B. 302 as follows:

1.    Page 2, Lines 41 through 45 :    

             41          (a) written notice, by mail or hand delivery, of each ordinance violation to the address
             42      of the:
             43          (i) owner of record on file in the office of the county recorder; or
             44          (ii) person designated, in writing, by the owner of

{   recorder   }        record       as the owner's agent for the

             45      purpose of receiving notice of an ordinance violation;

2.    Page 3, Lines 63 through 65 :    

             63          (i) owner of record on file in the office of the county recorder; or
             64          (ii) person designated, in writing, by the owner of
{   recorder   }        record       as the owner's agent for the

             65      purpose of receiving notice of an ordinance violation;
The motion passed unanimously.

MOTION:    Rep. Wilson moved to transmit H.B. 302 with a favorable recommendation. The motion passed unanimously.

H.B. 306    Disposal of Unused Prescription Drugs (Rep. B. Daw)

MOTION:    
Rep. Dunnigan moved to amend H.B. 306 as follows:

1.    Page 1, Line 9 :    

             9          This bill amends the Pharmacy Practice Act to require the
{   pharmacy board   }        division       to adopt


2.    Page 1, Line 14 :    

             14          .    enacts a requirement that the
{   pharmacy board   }        division       allow a pharmacy to take back unused


3.    Page 1, Line 16 :    


             16          .    requires the
{   pharmacy board   }        division       to enact administrative rules regarding unused drug


4.    Page 2, Lines 31 through 32 :    

             31      administrative rules adopted by the
{   board   }        division       .

             32          (2) The
{   board   }        division       shall adopt administrative rules regarding a pharmacy accepting unused

The motion passed unanimously with Rep. Morley and Rep. Webb absent for the vote.

Rep. Daw explained the bill to the committee.
