Vice Chair Pitcher called the meeting to order at 4:04 p.m.

MOTION:    Rep. Dunnigan moved to approve the minutes of the February 9, 2012 meeting. The motion passed unanimously with Rep. Duckworth, Rep. Froerer, Rep. Kiser, Rep. Last, and Rep. Morley absent for the vote.

H.B. 144    Health System Reform Amendments (Rep. J. Dunnigan)

MOTION:    
Rep. Dunnigan moved to replace H.B. 144 with 1st Substitute H.B. 144. The motion passed unanimously with Rep. Duckworth, Rep. Froerer, Rep. Kiser, Rep. Last, and Rep. Morley absent for the vote.

MOTION:    Rep. Dunnigan moved to amend H.B. 144 as follows:

1.    Page 26, Lines 785 through 793 :    

             785          (4) The office:
             786          (a) may not:
             787          (i) regulate health insurers, health insurance plans, health insurance producers, or
             788      health insurance premiums charged in the exchange;


             789          (ii) adopt administrative rules, except as provided in Section 63M-1-2506 ; or
             790          (iii) act as an appeals entity for resolving disputes between a health insurer and an
             791      insured;
             792          (b) may establish and collect a fee
{   from the employers   } for the cost of the exchange

             793      transaction in accordance with Section 63J-1-504 for:
The motion passed unanimously.

Rep. Dunnigan explained the bill to the committee assisted by Dr. Norman Thurston from the Governor's Office and Rep. Dean Sanpei.

MOTION:    Rep. Bird moved to transmit 1st Substitute H.B. 144 with a favorable recommendation. The motion passed unanimously with Rep. Ipson absent for the vote.    

H.B. 125    Access to Dental Health Care (Rep. T. Cosgrove)

MOTION:    
Rep. Dunnigan moved to amend H.B. 125 as follows:

1.    Page 3, Lines 65 through 66 :    

             65          (ii) use
{   the state's primary care grants   }        funds from the Division of Family Health and Preparedness that are available       to reimburse dentists for educational loans in

             66      exchange for the dentist agreeing to serve Medicaid and under-served populations.
The motion passed unanimously.

Rep. Cosgrove explained the bill to the committee.

MOTION:    Rep. Doughty moved to transmit H.B. 125 with a favorable recommendation. The motion passed unanimously.

H.B. 190    Nurse Midwife Practice Act Amendments (Rep. D. Brown)

MOTION:    
Rep. Brown moved to replace H.B. 190 with 1st Substitute H.B. 190. The motion passed unanimously with Rep. Dunnigan absent for the vote.



Rep. Brown explained the bill to the committee assisted by Honey Newton, Certified Nurse Midwife, who distributed handouts.

MOTION:    Rep. Kiser moved to place 1st Substitute H.B. 190 on the Consent Calendar. The motion passed unanimously.

MOTION:    Rep. Brown moved to adjourn. The motion passed unanimously.

Vice Chair Pitcher adjourned the meeting at 5:13 p.m.
