Vice Chair Pitcher called the meeting to order at 8:12 a.m.
MOTION: Rep. Kiser moved to approve the minutes of the February 24, 2012 meeting. The motion passed unanimously with Rep. Froerer, Rep. Morley, Rep. Webb, and Rep. Dunnigan absent for the vote.
H.B. 56 Condominium Amendments (Rep. D. Litvack)
MOTION: Rep. Wiley moved to replace H.B. 56 with 1st Substitute H.B. 56. The motion passed unanimously with Rep. Morley and Rep. Webb absent for the vote.
Rep. Litvack explained the bill to the committee.

MOTION: Rep. Wiley moved to transmit 1st Substitute H.B. 56 with a favorable recommendation. The motion failed with Rep. Doughty, Rep. Wiley, and Rep. Pitcher voting in favor and Rep. Morley and Rep. Wilson absent for the vote.

H.B. 362 Food Handler Training Amendments (Rep. J. Anderson)
MOTION: Rep. Bird moved to replace H.B. 362 with 2nd Substitute H.B. 362. The motion passed unanimously with Rep. Froerer, Rep. Morley, and Rep. Wilson absent for the vote.
Rep. Anderson explained the bill to the committee assisted by Melva Sine, Utah Restaurant Association who distributed two handouts.

MOTION: Rep. Dunnigan moved to amend 2nd Substitute H.B. 362 as follows:
1. Page 3, Lines 61 through 65 :
61 (5) (a) A person serving as a food handler for a food service establishment shall obtain
62 a food handler permit:
63 (i) within 30 days of initial employment with a food service establishment
or
prior to handling any food
;
64 (ii) immediately upon expiration of the person's food handler permit; and
65 (iii) every three years thereafter.
The motion passed unanimously with Rep. Froerer absent for the vote.
MOTION: Rep. Dunnigan moved to amend 2nd Substitute H.B. 362 as follows:
1. Page 2, Lines 33 through 36 :
33 (1) As used in this section:
34 (a) "Approved training provider" means an entity:
35 (i)
using a training program
accredited by the American National Standards
Institute under ANSI ASTM
36 International E2659-09 Standard Practice for Certificate Programs; and
The motion passed unanimously with Rep. Froerer absent for the vote.
MOTION: Rep. Webb moved to amend 2nd Substitute H.B. 362 as follows:
1. Page 2, Lines 33 through 38 :
33 (1) As used in this section:
34 (a) "Approved training provider" means an entity:
35 (i) accredited by the American National Standards Institute under ANSI ASTM
36 International E2659-09 Standard Practice for Certificate Programs;

or
37 (ii) approved by the department under Subsection (7) to provide a food handler training
38 certificate course and test.
The motion passed unanimously.
MOTION: Rep. Last moved to adjourn. The motion passed with Rep. Bird, Rep. Kiser, and Rep. Webb voting in opposition.
Vice Chair Pitcher adjourned the meeting at 9:46 a.m.
