Rep. Wright called the meeting to order at 2:20 p.m.

H.B. 53    Utah Education Network Amendments (Rep. R. Menlove)

Rep. Menlove introduced the bill which modifies the governance of the Utah Education Network (UEN).

The following spoke in support of the bill:
    Eric Denna, Utah Education Network, University of Utah
    Dave Buhler, Utah Board of Regents
    Larry Shumway, State School Superintendent

MOTION:    Rep. Hughes moved to adopt 1st Substitute H.B. 53. The motion passed unanimously with Rep. Moss absent at the time of voting.



MOTION:    Rep. Newbold moved to amend the bill as follows:

1.    Page 2, Lines 36 through 37 :    

             36          (i) coordinate and support the telecommunications needs of public and higher
             37      education, public libraries, and
{   other state   } entities        affiliated with the state systems of public and higher education       as approved        by the Utah Education Network Board       , including the statewide


2.    Page 4, Line 116 :

The motion passed. Rep. Moss was absent at the time of voting.

MOTION:    Rep. Gibson moved to pass the bill out as substituted and amended. The motion passed with Rep. Christensen voting in opposition. Rep. Moss was absent at the time of voting.

H.B. 15    Statewide Adaptive Testing (Rep. G. Hughes)

Rep. Hughes, assisted by Debra Roberts, State Board of Education, introduced the bill which requires school districts and charter schools to administer computer adaptive tests aligned with the common core.

MOTION:    Rep. Christensen moved to amend the bill as follows:

1.    Page 2, Lines 46 through 47 :    

             46          (2) "Common core" means
{   a   }        the       core set of English language arts and mathematics

MOTION:    Rep. Arent moved to adjourn. The motion passed unanimously. Rep. Wright adjourned the meeting at 3:30 p.m.
