Chair Powell called the meeting to order at 4:09 p.m.

MOTION:    Rep. Galvez moved to approve the minutes of the January 26, 2012 meeting. The motion passed unanimously with Rep. Oda and Rep. Vickers absent for the vote.

H.J.R. 10    Joint Resolution on Legislator Eligibility (Rep. J. Dougall)

MOTION:    Rep. Frank moved to return H.J.R. 10 to the Rules Committee with a recommendation that it be referred to the Constitutional Revision Commission for study. The motion passed unanimously.


S.B. 16    Ballot Proposition Amendments (Sen. S. Jenkins)

This bill was not heard.


S.B. 17    Candidate Vacancy Amendments (Sen. P. Knudson)

Sen. Knudson introduced the bill.

MOTION:    Rep. Perry moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Greenwood moved to place S.B. 17 on the Consent Calendar. After further discussion, Rep. Greenwood withdrew the motion.




S.B. 18    Government Records Access and Management Act - Voter Registration Records (Sen. M. Dayton)


Rep. Grover introduced the bill to the committee.

MOTION:    Rep. Greenwood moved to amend the bill as follows:

Page 3, Line 85:    After "number;" delete "or"
Page 3, Line 86:    After "email address;" insert "or"
Page 3, Line 86:    After line 86, insert "(iv) birth date;"

The motion to amend the bill passed with Rep. Chavez-Houck, Rep. Frank, Rep. Sagers, and Rep. Powell voting in opposition to the motion to amend. Rep. Perry was absent for the vote.

    Rep. Frank moved to hold the bill in committee. The motion failed on a tie vote, with Rep. Fisher, Rep. Greenwood, Rep. Oda, Rep. Vickers, and Rep. Galvez voting in opposition to the motion. Rep. Chavez-Houck, Rep. Perry, Rep. Frank, Rep. Sagers, and Rep. Powell voted in favor of the motion.

The original motion to pass the bill out favorably passed with Rep. Chavez-Houck, Rep. Sagers, and Rep. Powell voting in opposition to the motion.

Rep. Last introduced the bill with the assistance of Ken Stettler, Office of Licensing, Department of Human Services.

MOTION:    Rep. Perry moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Galvez moved to adjourn. The motion passed unanimously.
