Chair Powell called the meeting to order at 4:02 p.m.

MOTION: Rep. Galvez moved to approve the minutes of the February 6, 2012 meeting. The motion passed unanimously with Rep. Vickers absent for the vote.

H.C.R. 8 Concurrent Resolution Recognizing the 100th Anniversary of the Girl Scouts of the USA (Rep. R. Chavez-Houck)

Rep. Chavez-Houck introduced the resolution to the committee, assisted by Cathleen Sparrow, CEO of the Utah Girl Scouts of America, who provided a handout to committee members.

Spoke in favor of the resolution: Kelly Lopez, Girl Scouts of Utah Vanessa Srivastava, Girl Scouts of Utah Senator Luz Robles, parent of a Girl Scout

MOTION: Rep. Fisher moved to pass the resolution out favorably. The motion passed unanimously.

H.B. 80S1 Reorganization of Administrative Support Functions in State Agencies (Rep.

W. Harper)

MOTION: Rep. Oda moved to amend 1st Substitute H.B. 80 as follows: House Government Operations Standing Committee February 7, 2012 Page 2

1. Page 1, Line 20:

20 services to certain executive branch entities; and

2. Page 1, Line 24:

24 appropriates { $600,000 } $360,000 in dedicated credits to the Department of Human Resource

3. Page 2, Line 26:

26 decreases the fee for providing payroll field services by { $20 } $14 .

4. Page 3, Lines 84 through 85:

84 (ii) "Executive branch entity" does not include the Offices of the Attorney General, 85 State Treasurer, { or } State Auditor , Department of Transportation, Department

of Technology Services, or the Department of Natural Resources .

5. Page 4, Lines 88 through 95:

88 { (A) validate the amount of time an employee worked; }

89 { (B) } (A) enter and validate payroll reimbursements, which include

reimbursements for

90 mileage, a service award, and other wage types;

91 { (C) } (B) calculate, process, and validate a retirement;

92 { (D) } (C) enter a leave adjustment; and

93 { (E) produce and audit a payroll report; and }

94 { (F) } (D) certify payroll by ensuring an entry complies with a rule or policy

adopted by the

95 department or the Division of Finance.

MOTION: Rep. Frank moved to pass the bill out favorably. The motion failed with Rep. Frank and Rep. Vickers voting in favor of the motion and Rep. Oda absent for the vote.

The original motion to hold the bill in committee passed with Rep. Frank voting in opposition to the motion. Rep. Oda was absent for the vote.

Rep. Nielson introduced the bill.
