Vice Chair Galvez called the meeting to order at 2:04 p.m.

MOTION:    Rep. Greenwood moved to approve the minutes of the February 7, 2012 meeting. The motion passed unanimously with Rep. Chavez-Houck, Rep. Fisher, and Rep. Oda absent for the vote.


H.B. 80S1    Reorganization of Administrative Support Functions in State Agencies (Rep. W. Harper)

Rep. Harper introduced the bill to the committee.

MOTION:    Rep. Perry moved to amend the bill as follows:

MOTION:    Rep. Perry moved to pass 1st Substitute H.B. 80 as amended out favorably. The motion passed with Rep. Fisher voting in opposition to the motion. Rep. Chavez- Houck and Rep. Oda were absent for the vote.


H.B. 245    Amendment to Definition of Smoking in Utah Indoor Clean Air Act (Rep. B. Last)

MOTION:
    Rep. Sagers moved to adopt 3rd Substitute H.B. 245.

Rep. Last explained the 3rd Substitute bill with the changes made from the original bill.

Rep. Vickers moved to adopt 3rd Substitute H.B. 245 with the following amendment:

MOTION:    Rep. Vickers moved to pass H.B. 245 as amended out favorably. The motion passed with Rep. Fisher, Rep. Oda, and Rep. Frank voting in opposition to the motion. Rep. Perry was absent for the vote.


H.B. 304    Access to Voter Date of Birth Records (Rep. R. Edwards)

Rep. Edwards introduced the bill to the committee with the assistance of Mark Thomas of the Lieutenant Governor's Office.
