Vice Chair Vickers called the meeting to order at 4:25 p.m.
MOTION: Rep. McCay moved to approve the minutes of the February 22, 2012, meeting. The motion passed unanimously with Rep. Cosgrove and Rep. Menlove absent for the vote.
H.B. 415 Protection of Athletes with Head Injuries Act (Rep. P. Ray)
Rep. Sanpei introduced the bill and explained it to the committee with the assistance of Mr. Rob Wall, Attorney, Utah League of Cities and Towns.

SUBSTITUTE
MOTION: Rep. Chavez-Houck moved to return the bill to the House Rules Committee for interim study within the broader context of a discussion of abortion services. The motion failed with Rep. Chavez-Houck voting for the motion and Rep. Cosgrove, Rep. Daw, and Rep. Menlove absent for the vote.
Rep. McCay's original motion to pass the bill out with a favorable recommendation passed, with Rep. Chavez-Houck voting in opposition and Rep. Daw and Rep. Menlove absent for the vote.
