Rep. McIff called the meeting to order at 2:15 p.m.

MOTION:    Chair McIff moved to approve the minutes of January 30, 2012, and February 1, 2012. The motion passed unanimously, with Rep. Herrod, Rep. Hutchings, Rep. Ray, and Rep. Snow absent for the vote.

H.B. 74    Eminent Domain Amendments (Rep. M. Noel)

At the request of the sponsor, the bill was not heard.

H.B. 309    Distribution of Property by Chance (Rep. K. Powell)

At the request of the sponsor, the bill was not heard.

H.B. 90    Public Meetings During Party Caucuses (Rep. K. Powell)

Rep. Powell presented the bill to the committee.





MOTION:
    Rep. Cox moved to amend the bill as follows:

    Page 5, Line 149:    After "date and time of" delete "[a]" and insert "their"

    The motion passed with Rep. Herrod, Rep. Hutchings, and Rep. Ray absent for the vote.

MOTION:    Rep. McIff moved to amend the bill as follows:

    Page 5, Line 149:    After "date and time of" delete "[their]" insert "the party's "
    The motion passed, with Rep. Herrod, Rep. Hutchings, Rep. King, and Rep. Ray absent for the vote.

MOTION:    Rep. Snow moved to amend the bill as follows:

    Page 6, Lines 171 through 172: After "voting precinct caucus" insert , "provided proper notice of the party's precinct caucus has been given pursuant to Section 20A-8- 402".

    The motion passed unanimously, with Rep. Herrod and Rep. Ray absent for the vote.

MOTION:    Rep. Wilson moved to pass the bill out favorably as amended.

MOTION:
    Rep. Christensen moved to amend the bill as follows:

    Page 6, Line 171:    After "(2)" insert "Except in case of emergency,"             
    The motion passed with Rep Snow absent for the vote.

MOTION:    Rep. Brown moved to pass the bill out favorably, as amended. The motion passed, with Rep. Hutchings, Rep. Ray, and Rep. Wheatley voting in opposition. Rep. Snow was absent for the vote.

H.B. 199    Elimination of Daylight Saving Time (Rep. J. Nielson)

Rep. Nielson presented the bill to the committee.

                Mr. Kenneth Parker, spoke for himself



MOTION:    Rep. Cox moved to pass the bill out favorably. The motion failed, with Rep. Doughty, Rep. Herrod, Rep. King, Rep. Ray, Rep. Wheatley, Vice Chair Christensen, and Chair McIff voting in opposition. Rep. Snow was absent for the vote.

MOTION:    Rep. Brown moved to adjourn the meeting. The motion passed unanimously. Rep. Herrod and Rep. Snow were absent for the vote.
