Chair Barrus called the meeting to order at 8:05 a.m.

MOTION:    Rep. Painter moved to approve the minutes of Feb. 23, 2012. The motion passed unanimously with Rep. Brown and Rep. Dee absent for the vote.


H.B. 367    Trust Lands Amendments (Rep. M. Noel)

Rep. Noel introduced the bill to the committee.

MOTION:    Rep. Noel moved to amend the bill as follows:



1.    Page 7, Lines 199 through 200 :    

             199          (b) the trust established for
{   persons who are   }        schools for the       blind; and

             200          (c) the trust established for
{   persons who are   }        schools for the       deaf.


2.    Page 10, Line 276 :    

             276      Subsection 53C-1-103 (7) on major items that the director knows
{   or ought to know   } may be



The motion to amend passed unanimously with Rep. Briscoe, Rep. Brown, Rep. Dee, and Rep. Wilcox absent for the vote.

H.C.R. 12    Concurrent Resolution Urging Congress to Transfer Navajo Trust Fund Money (Rep. M. Noel)

Rep. Noel introduced the resolution to the committee.

MOTION:    Rep. Draxler moved to amend the resolution as follows:


1.    Page 1, Lines 24 through 27 :    

             24      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             25          WHEREAS, the United States Congress
  , in 1933 and again in 1968,       authorized the state of Utah to receive 37.5%

             26      of the royalties from the production of mineral leases on that portion of the Navajo Reservation
             27      in Utah, to be expended for the benefit of the Navajo residents of San Juan County, Utah;


The motion to amend passed unanimously with Rep. Briscoe, Rep. Brown, and Rep. Dee absent for the vote.

MOTION:    Rep. Mathis moved to pass the resolution out favorably as amended. The motion passed unanimously with Rep. Brown and Rep. Dee absent for the vote.



1st Sub. S.B. 12    Energy Amendments (Sen. M. Madsen)

Sen. Madsen introduced the bill to the committee.

MOTION:    Rep. Painter moved to pass the bill out favorably. The motion passed unanimously with Rep. Brown, Rep. Dee, Rep. Noel, and Rep. Sandstrom absent for the vote.


H.B. 505    Agricultural Code Amendments (Rep. B. Galvez)

Rep. Galvez introduced the bill to the committee with the assistance of Mr. Leonard Blackham and Dr. Bruce King, Utah Department of Agriculture and Food.

MOTION:    Rep. Wilcox moved to pass the bill out favorably. The motion passed unanimously with Rep. Noel and Rep. Sandstrom absent for the vote.


H.C.R. 10    Provo Canal Title Transfer Concurrent Resolution (Rep. J. Dougall)

Rep. Dougall introduced the resolution to the committee assisted by Mr. Keith Denos, Provo River Water Users Association.

MOTION:    Rep. Draxler moved to amend the resolution as follows;


1.    Page 2, Line 53 :    

             53      expeditiously complete the transfer of title.
  BE IT FURTHER RESOLVED that a copy of this resolution be sent to the members of Utah's Congressional delegation.      



The motion passed unanimously with Rep. Noel and Rep. Sandstrom absent for the vote.

MOTION:    Rep. Painter moved to pass the resolution out favorably as amended. The motion passed unanimously with Rep. Noel and Rep. Sandstrom absent for the vote.


MOTION:    Rep. Painter moved to place HCR10 on the Consent Calendar. The motion passed unanimously with Rep. Noel and Rep. Sandstrom absent for the vote.


H.B. 351    Opt Out of Executive Order on White House Rural Council (Rep. K. Ivory)

Rep. Ivory introduced the bill to the committee.

MOTION:    Rep. Wilcox moved to pass the bill out favorably. The motion passed with Rep. Briscoe voting in opposition. Rep. Hendrickson, Rep. Noel, and Rep. Sandstrom were absent for the vote.

MOTION:    Rep. Watkins moved to adjourn the meeting. The motion passed unanimously with Rep. Hendrickson, Rep. Noel, and Rep. Sandstrom absent for the vote.
