Vice Chair Edwards called the meeting to order at 4:06 p.m.

MOTION:    Rep. Anderson moved to approve the minutes of the February 6, 2012 meeting. The     motion passed unanimously with Rep. Morley and Rep. Sandstrom absent for the vote.

H.B. 105    Official Voter Register Amendments (Rep. M. Newbold)

Rep. Newbold introduced the bill to the committee.

Spoke for the bill:    Mr. Zachary Brock, Student, Bingham High School

        Mr. Mark Thomas, Lieutenant Governor's Office
    
MOTION:    Rep. Pitcher moved to pass H.B. 105 out favorably. The motion passed unanimously with Rep. Morley and Rep. Sandstrom absent for the vote.

H.B. 94    Government Competition with Private Enterprise (Rep. J. Anderson)

Rep. Anderson introduced the bill to the committee.



MOTION:    Rep. Anderson moved to amend the bill as follows:


1.    Page 7, Line 211 through Page 8, Line 216 :    

             211          (2)
  (a)       "Government entity" means:

             212          
{   (a)   }        (i)       the state;

             213          
{   (b)   }        (ii)       an entity of the state, including a branch, department, office, division, authority,

             214      commission, or board;
             215          
{   (c)   }        (iii)       an independent entity; or

             216          
{   (d)   }        (iv)       a political subdivision.

    
  (b) "Government entity" does not mean:

    (i) the School and Institutional Trust Lands Administration, established in Section 53C-1-201; or
    (ii) a laboratory established or provided by:
    (A) the Department of Health, created in Section 26-1-4; or
    (B) the Department of Public Safety, created in Section 53-1-103.  


The motion passed unanimously with Rep. Morley and Rep. Sandstrom absent for the vote.

MOTION:    Rep. Anderson moved to return H.B. 94 as amended to the Rules Committee and          recommend it be placed in Interim Study. The motion passed with Rep. Sandstrom absent for the vote.            

H.B. 279    Utah Schools Seismic Hazard Inventory (Rep. L. Wiley)



Rep. Wiley introduced the bill to the committee and provided handouts.

MOTION:    Rep. Poulson moved to pass H.B. 279 out favorably.

SUBSTITUTE
MOTION:    Rep. Morley moved to hold H.B. 279 . The Substitute Motion passed with Rep.     
    Poulson, Rep. Seelig, and Rep. Wiley voting in opposition. Rep. Sandstrom was          absent for the vote.    

MOTION:    Rep. Wiley moved to adjourn the meeting. The motion passed unanimously, with     Rep. Sandstrom absent for the vote.

Vice Chair Edwards adjourned the meeting at 6:12 p.m.
