Chair Webb called the meeting to order at 4:15 p.m.

MOTION:    Rep. Poulson moved to approve the minutes of the February 24, 2012 meeting. The motion passed unanimously with Rep. Dunnigan, Rep. Edwards, Rep. Morley, and Rep. Wiley absent for the vote.

H.B. 449    Public Employee Status Modifications (Rep. B. Dee)

Rep. Dee introduced the bill to the committee.

Spoke for the bill:        Mr. Rob Wall, Attorney, South Jordan City
            Ms. Aleta Taylor, Former South Jordan City Council Member        

Spoke against the bill:    Mr. Erik Strindberg, Strindberg and Scholnick Law Firm

MOTION:    Rep. Draxler moved to pass H.B. 449 out favorably. The motion passed with Rep. Wiley voting in opposition.

1st Sub. H.B. 216    Political Subdivision Residential Rental Amendments (Rep. K. Sumsion)

Rep. Sumsion introduced the bill to the committee.



MOTION:    Rep. Peterson moved to adopt 2nd Substitute H.B. 216. The motion passed unanimously.

MOTION:    Rep. Dunnigan moved to amend the bill as follows:

1.    Page 7, Line 210 through Page 8, Line 222 :    

             210          (e) "Exempt landlord" means a residential landlord who demonstrates to a
             211      municipality:
             212          (i)
{   (A)   } completion of any live good landlord training program offered by any other

             213      Utah city that offers a good landlord program;
{   and

             214          (B) familiarity with the essential provisions of that municipality's good landlord
             215      program;  
}

             216          (ii)
{   (A)   } that the residential landlord has current "certified property manager" status with

             217      the Utah Division of Real Estate;
{   and

             218          (B) familiarity with the essential provisions of that municipality's good landlord
             219      program;  
}

             220          (iii) an exemption from continuing education from the Division of Real Estate under
             221      Subsection 61-2f-204 (2)(a)(iv)(B); or
             222          (iv) compliance with a requirement described in Subsection (4).
The motion passed unanimously with Rep. Sandstrom absent for the vote.




MOTION:    Rep. Peterson moved to pass 2nd Substitute H.B. 216 as amended. The motion passed with Rep. Anderson voting in opposition. Rep. Seelig was absent for the vote.
H.B. 476    Amendments to Government (Rep. D. Ipson)

Rep. Ipson introduced the bill to the committee assisted by Brent Gardner, Utah Association of Counties. A handout was provided.

MOTION:    Rep. Pitcher moved to pass H.B. 476 out favorably. The motion passed unanimously with Rep. Seelig absent for the vote.

MOTION:    Rep. Draxler moved to place H.B. 476 on the Consent Calendar. The motion passed unanimously with Rep. Seelig absent for the vote .

H.B. 454    Open Enrollment Amendments (Rep. D. Brown)

Rep. D. Brown introduced the bill to the committee.

MOTION:    Rep. Poulson moved to pass H.B. 454 out favorably. The motion passed unanimously with Rep. Seelig absent for the vote.

MOTION:    Rep. Sandstrom moved to place H.B. 454 on the Consent Calendar. The motion passed unanimously with Rep. Seelig absent for the vote.
