Vice Chair Handy called the meeting to order at 4:08 p.m.
Motion: Rep. Hemingway moved to approve the minutes of January 24, 2012. The motion passed unanimously with Rep. Ivory, Rep. Wilcox, and Rep. Noel absent for the vote.
H.B. 70 Air Quality Task Force (Rep. P. Arent)
Rep. Arent introduced H.B. 70 to the committee, assisted by Jeff Edwards, president and CEO of Economic Development Corporation of Utah, and Ryan Evans, Salt Lake Chamber of Commerce A handout was provided to committee members.

MOTION: Rep. Wilcox moved to pass the bill out favorably. The motion passed with Rep. Noel voting in opposition to the motion
H.B. 72 Waste Tire Amendments (Rep. N. Hendrickson)
MOTION: Rep. Hendrickson moved to amend the bill as follows:
1. Page 7, Lines 187 through 193 :
187 (1) There is created a restricted special revenue fund entitled the "Waste Tire Recycling
188 Fund."
189 (2) The fund shall consist of:
190 (a) the proceeds of the fee imposed under Section 19-6-805 ;
and
191 (b) penalties collected under this part
