Vice Chair Handy called the meeting to order at 2:05 p.m.

MOTION::    Rep. Cox moved to approve the minutes of the January 30, 2012 meeting. The motion passed unanimously with Rep. Ivory and Rep. Noel absent for the vote.


H.B. 72    Waste Tire Amendments (Rep. N. Hendrickson)

Rep. Hendrickson introduced the bill, which was amended in an earlier committee meeting, as follows:

1.    Page 7, Lines 187 through 193 :    

             187          (1) There is created a restricted special revenue fund entitled the "Waste Tire Recycling
             188      Fund."
             189          (2) The fund shall consist of:
             190          (a) the proceeds of the fee imposed under Section 19-6-805 ;
  and      

             191          (b) penalties collected under this part
{   ; and   }        .

{   (c) assets transferred to and loan repayments deposited in the fund pursuant to Section

             193      19-6-824 .  
}


Spoke in favor of the bill:    Mr. Chad Barker, Liberty Tire Recycling

MOTION:    Rep. Hemingway moved to pass the amended bill out favorably. The motion passed unanimously with Rep. Noel absent for the vote.


H.J.R. 1    Green Schools Joint Resolution (Rep. M. Wheatley)

MOTION:    Rep. Hemingway moved to adopt 1st Substitute H.J.R. 1. The motion passed unanimously with Rep. Noel absent for the vote.

MOTION:    Rep. Cox moved to amend the bill as follows:

1.    Page 1, Lines 23 through 25 :    

             23     
{       WHEREAS, deteriorating school infrastructure and poor indoor environmental quality

             24      threaten the health, well-being, and achievement of students and staff in the state's public
             25      schools;  
}


The motion to amend the bill passed unanimously with Rep. Noel absent for the vote.

MOTION:    Rep. Noel moved to pass 1st Substitute H.J.R. 1 out favorably as amended. The motion passed unanimously.

MOTION:    Rep. Hemingway moved to adjourn. The motion passed unanimously.

Vice Chair Handy adjourned the meeting at 2:34 p.m.
