Vice Chair Butterfield called the meeting to order at 2:24 p.m.

H.B. 210    Severance Tax Amendments (Rep. J. Nielson)

Rep. Nielson introduced the bill to the committee.

Spoke for the bill:        Mr. Royce Van Tassell, Utah Taxpayers Association
                Mr. Ronald Mortensen, Citizens for Tax Fairness

Spoke against the bill:    Ms. Allison Rowland, Voices for Utah Children
                Mr. Kory Holdaway, Utah Education Association





    


MOTION:    Rep. Harper moved to amend the bill as follows:

1.    Page 5, Lines 146 through 148 :    

             146          Section 7. Effective date.
    
  (1) This bill takes effect on January 1, 2013.      

             147          
  (2)       This bill      {  takes effect for   }       applies to       a payment due for a taxable year beginning on or after January

             148      1, 2013.

The motion to amend passed unanimously with Rep. Dougall absent for the vote.

MOTION:    Rep. Hutchings moved to pass the bill out favorably as amended. The motion passed with Rep. Briscoe, Rep. Cosgrove, Rep. Duckworth, and Rep. King voting in opposition. Rep. Dougall and Rep. Froerer were absent for the vote.

H.J.R. 6    Joint Resolution on Severance Tax (Rep. J. Nielson)

Rep. Nielson introduced the resolution to the committee.

MOTION:    Rep. Newbold moved to pass the resolution out favorably. The motion passed with Rep. Cosgrove, Rep. Duckworth, and Rep. King voting in opposition. Rep. Dougall, Rep. Froerer, and Rep. Briscoe were absent for the vote.

H.B. 75    Property Taxation of Low-income Housing (Rep. J. Draxler)

Rep. J. Draxler introduced the bill to the committee.

MOTION:    Rep. Harper moved to amend the bill as follows:
