Chair Painter called the meeting to order at 8:48 a.m.

MOTION:    Rep. Butterfield moved to approve the minutes of the Feb. 17, 2012 and Feb. 22, 2012 meetings. The motion passed unanimously with Rep. Barlow and Rep. Froerer absent for the vote.

H.B. 299    Tax Revisions (Rep. J. Dougall)

MOTION:    Rep. Dougall moved to replace HB299 with 1st Sub. HB299. The motion passed unanimously with Rep. Froerer absent for the vote.

1st Sub H.B. 299    Tax Revisions (Rep. J. Dougall)

Rep. Dougall introduced the bill to the committee.



MOTION:    Rep. Dougall moved to amend 1st Sub. HB299 as follows:


1.    Page 2, Lines 49 through 51 :    

             49          (d)
{   The sum of the nonrefundable tax credit claimed under Subsection (2)(a) and any

             50      excess amount carried forward pursuant to Subsection (2)(c) may not exceed 5% of the
             51      claimant's tax liability before tax credits under this chapter.  
}
 

(d)    Notwithstanding Subsections (2)(a) and (c), a claimant may not claim for a taxable year a total amount that exceeds 5% of the claimant's tax liability before credits under this chapter from:
        (i)    the amount of a nonrefundable tax credit claimed under Subsection (2)(a); and
        (ii)    an amount carried forward pursuant to Subsection (2)(c).  


    
The motion passed unanimously with Rep. Froerer absent for the vote.

MOTION:    Rep. King moved to pass 1st Sub. HB299 out favorably as amended. The motion passed with Rep. Butterfield, Rep. Cosgrove, Rep. Hutchings, and Rep. Newbold voting in opposition. Rep. Eliason was absent for the vote.

H.J.R. 18    Joint Resolution on Personal Property Tax (Rep. J. Dougall)

Rep. Dougall presented the resolution to the committee.

MOTION:    Rep. Eliason moved to adjourn the meeting. The motion passed unanimously with Rep. Barlow, Rep. Butterfield, and Rep. Froerer absent for the vote.

Chair Painter adjourned the meeting at 9:50 a.m.
