Vice Chair Anderson called the meeting to order at 2:03 p.m.
MOTION: Rep. Hemingway moved to approve the minutes of the February 1, 2012 meeting.
The motion passed unanimously with Rep. Barlow, Rep. Fisher, Rep. Moss, and Rep. Daw absent for the vote.
H.B. 92 Boating Revisions (Rep. R. Greenwood)
Rep. Greenwood introduced the bill to the committee.
MOTION: Rep. Nielson moved to adopt 1st Substitute H.B. 92. The motion passed
unanimously with Rep. Barlow and Rep. Fisher absent for the vote.
MOTION: Rep. Kiser moved to pass 1st Substitute H.B. 92 out favorably. The motion passed unanimously with Rep. Fisher absent for the vote.
MOTION: Rep. Kiser moved to place 1st Substitute H.B. 92 on the Consent Calendar. The motion passed unanimously with Rep. Fisher absent for the vote.
H.B. 260 Pedestrians on Highways (Rep. L. Perry)

MOTION: Rep. Daw moved to reconsider the committee's actions on Amendment #1 which was adopted at the February 1, 2012 meeting.
The motion passed with Rep. Kiser voting in opposition and Rep. Fisher absent for the vote.
MOTION: Rep. Nielson moved to amend the bill as follows:
1. Page 1, Lines 13 through 14 :
13 . provides that a pedestrian may not walk
{
along or
}
on a freeway or
{
a
limited access
14 highway }
certain controlled-access highways
except during an emergency; and
2. Page 2, Lines 47 through 48 :
47 (7) A pedestrian may not walk
{
along or
}
on [a no access freeway facility] a
freeway or
{
a
48 limited access highway }
any other controlled-access highway upon which
entrance, exit, and cross traffic is controlled in the same manner as on a freeway
except during an emergency.
The motion passed unanimously with Rep. Fisher absent for the vote.
MOTION: Rep. Kiser moved to amend the bill as follows:
On line 14 insert: in an urbanized area after the word "highways"
On line 48 insert: in an urbanized area as defined by the current census after the word "highway"
The motion passed unanimously with Rep. Nielson absent for the vote.
MOTION: Rep. Kiser moved to pass H.B. 260 out favorably as amended. The motion passed unanimously with Rep. Nielson and Rep. Sumsion absent for the vote.
H.B. 297 Highway Barricade Amendments (Rep. L. Perry)
